Summary Statement
The Technical Project Manager position within the Judicial Information Center (JIC) and a member of the Project Management Office (PMO). This role is responsible for leading technically complex IT projects within the courts with the current focus being the CASCADE initiative. This person will work closely with internal technical teams, vendor partners, and judicial stakeholders to ensure data integrity, secure systems architecture, and successful project execution.

- Knowledge of the Delaware Courts and how they operate.
- Bachelor's degree or higher in Information Technology, Information Systems, Computer Science, Technology Management, or comparable field.
- ITIL Foundation or higher.
- Knowledge of modern API integrations.
- Experience with mainframe systems.
- Familiarity with ETL processes and data transformation practices.
Essential Functions

- Coordinating multi-vendor integration efforts, API mapping, and data flow validation across court systems.
- Understanding system architecture, databases (SQL Server, Azure), and legacy systems (mainframe) to ensure compatibility and risk mitigation.
- Leading technical workstreams for migration of legacy judicial data to modern platforms.
- Monitoring task execution and defect resolution across diverse technical roles (DBAs, Developers, System Analysts, QA).
- Developing and maintaining project schedules using Microsoft Project or equivalent tools.
- Communicating technical requirements and project updates clearly and appropriately for both technical and non-technical audiences.
- Identifying risks related to data, integration, and system transitions and proactively mitigating them.
- Supporting the development of technical standards and procedures within the PMO framework.
Job Requirements
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
- At least 5 years of experience managing technically complex IT projects, including systems integration, new system implementations, and data migration.
- Demonstrated experience working with or managing projects involving SQL Server, mainframe systems, and cloud platforms (preferred: Azure).
- Experience coordinating vendor-led development, integration, and testing efforts.
- Experience creating and managing project schedules, budgets, and resource plans.
- Experience with Microsoft Office products and proficiency in Microsoft Project or other project scheduling tools.
Conditions of Hire
