Summary Statement

This position is primarily focused on providing Application development and expertise for the Delaware Judicial Branch’s custom application environment. Duties include, but are not limited to, program documentation, addressing support tickets, troubleshooting and updating custom applications, and troubleshooting and updating applications with databases.

JIC is initiating a modernization project that will convert several Mainframe- and .NET-based applications into a consolidated platform hosted in the cloud. The applicant must meet the requirements below with the understanding that training will be provided to expand the applicant’s knowledge set to accommodate the transition project to the new platform.

Preferred Qualification

Applicants who do not possess the preferred qualifications will still be eligible to compete for this position if job requirements are met.

  1. Knowledge and experience with JCLs.
  2. Knowledge of and/or experience with SoftwareAG’s Web Methods.
  3. Knowledge or willingness to learn Eclipse IDE.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Troubleshoots code within small- and medium-sized custom applications. 
  • Design improvements to code and scripts for environments that process and transmit data to other Delaware State agencies. 
  • Modifies sections of larger, more complex programs; reviews program code for completeness and accuracy. 
  • Develops test data and test plans; tests and debugs programs. 
  • Addresses low-to-medium severity/criticality Helpdesk tickets. 
  • Writes program documentation.
  • Writes incident and progress reports.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years knowledge of and/or experience with NaturalONE or similar Mainframe-hosted code languages.
  2. Three years knowledge of and/or experience with troubleshooting existing Mainframe programs and writing new programs.
  3. Three years knowledge of and/or experience with Adabas.
  4. Strong documentation and communication skills.
