Summary Statement
This position serves as Medical Director for the Division of Public Health (DPH) and oversees the clinical, medical, and scientific expertise to support DPH activities and to represent DPH within the medical and scientific communities. Duties may include: supporting clinical quality assurance within DPH; monitoring activities within DPH Laboratory, Infectious Disease Prevention and Control, Public Health clinical nursing leadership, and Public Health veterinary medicine; overseeing special projects as assigned; and being lead for agency stakeholder groups such as Human Subjects Review Board, and strategic partnerships with the medical community.

- Provides Medical expertise in the areas of, infectious diseases,
immunizations, laboratory science and reproductive health services.
- Provides Public Health expertise in the areas of epidemiology and
infection control and prevention.
- Provides general medical direction across the division and
collaborate with other medical directors within state agencies.
- Oversee the clinical quality assurance of licensed clinical
personnel within DPH.
- Approves standing orders for DPH clinics and other partners as
appropriate (e.g., school nurses, EMS providers, Medical Reserve Corp.
volunteers, etc.).
- Functions as the Medical Director for Public Health Lab with
knowledge of CLIA.
- Serves as Medical Director for State Health Operations Center
during activations.
- Performs as the lead for Human Subject reviews at DPH.
- Functions as chair for the Medical Advisory Board within DELDOT.
- Provides training for DPH health professionals as needed.
- Provides institutional medical knowledge.
- Provides leadership in scholarly activities, including, but not
limited to, peer-reviewed publications and national presentations.
- Provides guidance for contract negotiations with Insurance
Carriers.
- Strategic partner lead for medical community – this includes
taking the lead on collaborative projects such as the opioid epidemic,
antibiotic stewardship and healthcare-associated infections (HAI) Address
administrative issues (e.g., Human Resources, Finance/Budget, Contracts,
Procurement, Grants Management, etc.) to support the mission of DPH.

Applicants must have education, training and/or experience demonstrating
competence in each of the following areas
- Possession of a Delaware Physician M.D. or Delaware
Physician D.O. license or eligibility for a Delaware license with appropriate
board certification from a professional organization (e.g., ABMS or ABPS).
- Experience
in health or human services program administration such as overseeing and
directing the development, implementation and evaluation of health or human
services programs and services; planning and establishing short- and long-range
program goals and objectives. Providing advice to other agency organizational
units through consultation.
- Experience
in developing policies and procedures.
- Experience
in practicing medicine in a hospital, clinic or private practice.
- Experience
in scholarly activities, including research for publication in peer-reviewed
journals.
- Experience
in grant writing and management.
- Experience
in managing personnel and addressing administrative issues including Human
Resources, Finance/Budget, Contracts, and Procurement.
- Experience
in public health preferred.
