Summary Statement

This position provides secretarial and administrative support to the Director of the Division of Legislative Services. Additionally, the incumbent in this position will coordinate general office operations and supervise administrative staff.

The Division serves as a nonpartisan and confidential reference bureau for the General Assembly, providing a wide range of services, including legislative and legal research, bill drafting, and committee staffing, as well as the development, production, and distribution of public information concerning the General Assembly. The Division is also responsible for the overall supervision of Legislative Hall, scheduling building events, and use of the conference rooms on the first floor of the Tatnall Building.

Essential Functions

  • Interacting with the general public, legislators, Legislative Council members, special interest groups, and other legislative or state agencies to respond to inquiries and complaints, explain policies, resolve problems, and oversee implementation of Division directives, this includes representing the Division Director at meetings.
  • Conferring with the Division Director and Deputy Director regarding policy implementation, personnel operation, and legislative and constituent concerns, and keeping the Director appropriately briefed.
  • Supervising, planning, assigning, reviewing, and evaluating the work of subordinate clerical and secretarial staff.
  • Planning, coordinating, and directing office activities; and analyzing, recommending, and implementing operating practices, policies, and procedures.
  • Participating in drafting, analyzing, and proofreading legislation and keeping the Director informed on the status of legislation drafted by Division staff or affecting legislative operations.
  • Assisting the Division's Fiscal/HR Advisor with financial and human resources transactions.  
  • Developing agendas and programs for the Division's meetings, conferences, retreats, and events.
  • Gathering and analyzing information and preparing the Division's accomplishment and activity reports for Legislative Council.
  • Perform other duties as assigned.

Job Requirements

JOB REQUIREMENTS for Exempt Secretary:

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:


  1. Three years experience in coordinating administrative support operations, tracking workflow and resolving problems, providing guidance and consultation to management, customers, and others on administrative matters.
  2. Three years experience in conducting research from multiple sources, analyzing data collected, and preparing reports, letters, and administrative documents.
  3. One year experience using an automated information system to enter, update, modify, delete, retrieve/inquire, and report on data.
  4. One year experience using standard computer software programs for word processing, spreadsheets or databases.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; or supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; or supervising through subordinate supervisors a group of professional, technical, and clerical employees.
