Environmental Scientist III - Residential Services

This position resides in the Department of Natural Resources and Environmental Control's Division of Water, Residential Services Section. This Section serves a diverse, state-wide customers base of residential and municipal permittees providing review, inspection, compliance, and enforcement support services for the Division of Water. This position assists in protecting Delaware's water resources with a focus on a soils-based approach to on-site wastewater treatment and disposal system siting, as well as technical support for state-wide drinking water and wastewater permitting and compliance programs.

Upon satisfactory completion of department promotional standards and job requirements, employees may be eligible to be promoted to the next level.

• Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
   
• Performs statistical analysis of data.
   
• Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
   
• Prepares permits, technical reports and/or enforcement case documents.
   
• Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

JOB REQUIREMENTS for Environmental Scientist III 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
2. Six months experience in environmental or natural resources project management which includes planning, developing, implementing, managing and evaluating environmental or natural resources projects to ensure objectives are met.
3. Two years' experience in analyzing and evaluating scientific data.
4. Two years' experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
5. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
6. Six months experience in technical report writing.
