Summary Statement

This position manages and directs North District, one of the four maintenance districts within DelDOT.  North District consists of approximately 145 employees, and the maintenance boundaries are basically upper New Castle County along with I-95/I-495, including the City of Wilmington. This position oversees the current fiscal year budget while also developing long-range goals and objectives and analyzes performance measures. This position also ensures that managers have the necessary resources to effectively manage the Maintenance (operational/contractual) functions of the District along with the Statewide Outdoor Advertising and Roadside Control Program, the Statewide Street Lighting Inventory, and the Statewide Sponsor a Highway Program.

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Job Requirements

 JOB REQUIREMENTS for Assistant Director of Transportation Engineering
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  2. Five years experience in developing, implementing, monitoring and managing multi-modal transportation programs and projects.
  3. Three years experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  4. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors
