Summary Statement

Department of Technology and Information Change Management Specialist will assist the Change Management Team Manager in providing support to the State of Delaware’s business organizations (state agencies and school districts) through the transformational processes involving change. The Change Management Specialist will play a key role in helping projects (change initiatives) meet business objectives. They will focus on the people side of change – including changes to business processes as well as systems and technology. This individual will drive successful change and organizational value.

Primary responsibilities include the development, documentation, and execution of a sound and successful change management strategy that minimizes resistance and maximizes engagement. The Change Management Specialist will work to drive faster adoption, greater ultimate utilization and higher proficiency on the changes impacting employees in the organization such that business results are achieved.   

Position will require the ability to work with project team members, leadership sponsors and end users to ensure that business organizations understand and follow through with the changes necessary through reengineering and new system development and transitions.  

The individual must possess effective communication skills, be highly organized, detail oriented, able to work independently and able to form trusting and lasting relationships.

Job Requirements

JOB REQUIREMENTS for DTI Change Management Specialist

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Possess project management knowledge and a minimum of five (5) years’ experience working successfully with a wide range and large number of people and/or organizations on projects involving technology.
  • Possess a minimum of five (5) years’ experience handling the complexities of technology driven change management, including user interaction, training development/delivery, and communication planning, development and delivery.
  • Possess a minimum of five (5) years’ experience in developing effective methods to communicate with a variety of audiences, including oral, written and electronic communications.
  • Possess a minimum of three (3) years’ experience in coaching executive leaders and managers in their roles as change leaders.
  • Experience working with all Constant Contact and all aspects of Microsoft Office applications.
