Summary Statement

Positions at this level perform expert technician work in one specific technician function OR supervise a major project OR several complex projects simultaneously. Positions at this level work under the general direction of a technical superior.  Work is reviewed at completion. The Traffic Safety Officer applies maintenance of traffic standards to highway construction projects, primarily the Delaware Manual on Uniform Traffic Control Devices (MUTCD), the Manual for Assessing Safety Hardware (MASH), and the Delaware Work Zone Safety and Mobility Procedures and Guidelines. Primary duties include inspection of temporary traffic control devices, writing inspection reports, reviewing plans and reports by others, and attending project meetings. Additional duties may include participating in planned special events and unplanned incidents or emergencies. 

Preferred Qualification

  • Six months experience in interpreting the Manual on Uniform Traffic Control Devices (MUTCD) and the Delaware Manual on Uniform Traffic Control Devices (DEMUTCD) requirements.  
  • Six months experience in the design, maintenance and operation of highway work zones.

Essential Functions

  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state and federal codes and on going maintenance requirements; documents/reports compliance or deficiencies.
  • Designs/develops/reviews engineering project/site layouts, alignments, profiles, studies, graphs and other related activities.
  • Compiles and records notes, sketches, test results, inspection data and other information to document compliance and/or develop designs, specifications, reports, maps and other geographically based data.
  • Conducts various studies to be used by others to analyze needs/develop plans, record characteristics and other related activities.
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs and/or ensure compliance.
  • Tests/evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data, such as angles, elevations, points, and contours, using electronic distance measuring equipment and other surveying instruments.
  • Calculates/measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade.
  • Reads and interprets plans, specification, blueprints and other engineering documents.

Job Requirements

JOB REQUIREMENTS for Engineering/Planning/Surveying Technician IV 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

   

Traffic Engineering Safety Officer:

  1. Possession of a Traffic Control Supervisor Certification from the American Traffic Safety Services Association (ATSSA).
  2. Possession of a Flagger Certification from the American Traffic Safety Services Association (ATSSA).
  3. Three years experience in evaluating the effectiveness of traffic control methods and devices including signs or pavement markings.
  4. Six months experience in interpreting construction plans for compliance with traffic engineering objectives and regulations.
  5. Six months experience in analyzing the cause of and remedies for high-risk traffic conditions.
  6. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
  7. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  8. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
