Due to the current COVID-19 (coronavirus) outbreak, DTI has implemented temporary telecommuting arrangements for newly hired employees whose job duties are conducive to working from home. These arrangements are expected to be short term and will be monitored by DTI supervisors.

Summary Statement

The principle responsibilities of the Applications Delivery Director are to provide overall
strategic, technical, and operational leadership and transformation of a 100+ person team that
delivers and supports applications for State agencies that provide services to the citizens of
Delaware, and to be an effective liaison with agency technology partners and individuals
utilizing the systems, Delaware Technology and Information (DTI) teams, and external
vendors. Beyond technical acumen, the position demands in-depth knowledge and application
of leadership techniques, practices and theories. The AD Director must be capable of
engaging with technical resources, “C” level executives, and the Governor’s Cabinet
members.

The AD Director must be skilled in leading the delivery of daily operations, application
maintenance and upgrades, complex projects, as well as developing and implementing
standards, policies and procedures. Experience with cloud based applications development or
working in a Dev/Ops environment is a plus. This position requires a highly organized, self
motivated, detailed oriented problem solver and leader.

Job Requirements

JOB REQUIREMENTS for Applications Delivery Director

  • Possess a minimum of 5 years experience in senior leadership.
  • Possess a minimum of 5 years experience leading a technical team.
  • Possess a minimum of 3 years experience in Applications Development and/or Support.
  • Possess a minimum of 3 years experience in strategic planning demonstrating the ability to develop, analyze and decide among alternative solutions to current and anticipated IT needs.

Conditions of Hire

Criminal background check: A satisfactory fingerprint based criminal background check
administered by the Delaware State Police is required as a Condition of Hire.
