Summary Statement

This uniformed position reports to the Court Administrator and will be responsible for an annual operating budge of 2 million.  This position will be responsible for 60 employees.  Primary duties are to plan, assign, review, and train to ensure  that personnel maintain proper certifications.  Work involves developing, implementing, and evaluating security/constable policies and procedures.  Incumbent will conduct periodic safety and security reviews of courtrooms and facilities to assess effectiveness of safety policies, procedures, and equipment.  Representative in union negotiations.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Knowledge of developing policies and procedures for uniformed personnel.

Essential Functions

  • Plans/schedules resources to ensure adequate resources and staffing for the statewide systems. 
  • Develops, evaluates, implements and monitors administrative systems to achieve operational uniformity and meet objectives of the court system.
  • Provides direction, development opportunities and operational guidance for supervisors in the JP System.
  • Manages the duties of security and constables.
  • Confers with judges, attorneys and public and/or private agencies to ensure adequate level of services are being provided or to respond to unusual circumstances or demands.
  • Keeps informed of proposed/enacted legislation affecting the courts and develop plans to accommodate any changes precipitated by same.

Job Requirements

 Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in developing solutions and providing recommendations, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues.
  2. Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  3. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.  
  4. Knowledge of developing policies or procedures.

Conditions of Hire

As a condition of hire the applicant must agree to successfully complete a 40 hour training program in firearms and training in handcuffs, mace, baton, and wand approved by the State of Delaware Council on Police Training. Possession of a State of Delaware Council on Police Training Certification may satisfy this requirement.

Criminal background check: A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
