Summary Statement

The Delaware Government Information Center connects citizens to their government. We create websites that are user centered, designed beautifully, and help people find what they need. We aim to reduce friction in the interactions with Delaware government. We continuously improve our processes, services, and ourselves to make website experiences better for users. Our clients are state agencies and municipalities. We also control and maintain Delaware.gov and other statewide platforms. This position reports to and partners closely with the Director to achieve the organization’s mission and vision. The Chief Collaboration Officer leads organizational effectiveness by managing our Operations and supervises staff and contractors in this area.

Essential Functions

 Operations Management:

  • Ability to analyze and establish effective and supportive cross-department and cross-program coordination, organizational procedures, and operational management
  • Optimizes operational systems, processes and policies, management reporting, information flow, business process improvement and organizational planning.
  • Fosters improved insight into data for strategic business decisions and storytelling.
  • Supports creation of financial reports and projects budgets as required.
  • Improves coordination and communications across the organization to increase effectiveness and efficiency.
  • Internal operations management, including business process improvement, fiscal management and budget development, internal collaboration and communication, staff supervision and performance accountability, and managing cross-functional teams .
  • Master at driving collaboration, experience teaching collaboration to teams, and inducing collaboration with clients and users.
  • Knowledge of service design, social science-based research and research methods, or behavioral economics.
  • Knowledge of best practices for web, including user experience and accessibility.
  • Experienced in project management, to drive collaboration within projects and being a teacher and a guide to others in project management. 
  • Strong researcher and data analysis. 
  • Excellent written communications
  • Experience with certain technical platforms such as Wordpress, Google Analytics Experience with Slack, Wrike, and other project management and collaboration tools

  • Consistently drives and nurtures relationships with clients and stakeholders.
  • Improving outcomes for residents, business and visitors ("outcomes" refers to helping people find accurate state information faster, better, and to anticipate their needs)

  • Outstanding leadership, analytical, and organization skills.

  1. Possession of a Bachelors degree in a related field OR 7+ years of related experience.
