The incumbent in this position will support the Senior Administrator of the Purchase of Care Unit. This work includes schedule coordination, meeting attendance, note taking, travel coordination, etc. In addition, the Social Service Technician ensures effective coordination of operational functions, manages POC data, fields provider phone calls, conducts follow-up to ensure resolutions, obtains, drafts, and organizes technical and administrative material. The incumbent will be the first point of contact with the public, new applicants, and recipients of subsidized childcare.

- Negotiates and develops cost reimbursement and performance contracts with outside contractors and the Division of Employment and Training; supervises negotiation team.
- Acts as technical advisor to subcontractors during contract period: identifies managerial and operational problems; develops corrective action plans; provides interpretation of laws, guidelines, and policies.
- Monitors and evaluates contract management effectiveness through on-site review and analysis of subcontractor performance and operations.
- Initiates and/or participates in the development of unit/program policy and procedure and long-range planning goals and objectives; analyzes proposed and enacted legislation to determine impact on training and employment operations.
- Determines flow of funds to subcontractors based on analysis of statistical and fiscal reports; determines advance amounts; approves/disallows payments.
- Make individual and/or group oral and written presentations to special interest groups; participates on related committees and task forces.
- Performs special projects individually or as part of a work group such as: conversion of the unit's manual system to an automated system, development of new policies, procedures and forms, and development of EEO compliance guidelines.
JOB REQUIREMENTS for Employment and Training Contract Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
- Six months experience in planning, developing, implementing, and evaluating employment and training programs.
- Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
- Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
- Six months experience in interpreting employment and training program laws, rules, regulations, policies, and procedures.
- Six months experience in narrative report writing.

Due to a new requirement from the Centers for Medicare & Medicaid Services (CMS) the following mandate is effective January 27, 2022: As a condition of employment, employees providing health care services and/or support services in covered facilities must show proof that they have received the dose of a single J&J dose or the 1st dose of Moderna/Pfizer two-dose vaccine effective date January 27, 2022, and proof of the single J&J dose or the 2nd dose of Moderna/Pfizer two-dose vaccine by February. 28, 2022. Employees may not provide any care, treatment, or other services until proof is provided. Based on CMS guidance, the date for compliance may extend into March due to the health care facilities high vaccination rate of staff. The only exception to these requirements is for those employees granted medical or religious exemptions from the COVID-19 vaccine as recommended by the Centers for Disease Control and Prevention, which may require weekly COVID-19 testing. This is a Casual/Seasonal position which is a non-pension eligible position without healthcare and/or other benefits.
