Introduction

The Nonpoint Source Program provides funding for projects designed to reduce nonpoint source (NPS) pollution in Delaware. NPS pollution can be defined as any pollution that originates from a diffuse source (such as an open field or a road) and is transported to surface or ground waters through leaching or runoff. The NPS Program hosts educational events and workshops providing residents with important information that helps protect Delaware's aquatic resources.

Summary Statement

Incumbent serves as the scientific expert and coordinator of the Department's Chesapeake Bay Program (CBP).  Manages the Chesapeake Bay Implementation Grant, works with partner organizations (federal, state, & local) to implement water quality BMP projects, manages collection, analysis, and reporting of BMP data for submission to EPA, estimates load reductions, develops & tracks milestone & BMP verification activities, represents state on various CBP & state workgroups, manages BMP databases, develops watershed implementation plans, & conducts fieldwork.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Knowledge of the Environmental Protection Agency’s restoration of the Chesapeake Bay and its watershed through the Chesapeake Bay Program.
  2. Six months experience in developing watershed implementation plans (WIPs) targeting reductions in pollutant loads.

  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
     
  • Performs statistical analysis of data.
     
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
     
  • Prepares permits, technical reports and/or enforcement case documents.
     
  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

Job Requirements

JOB REQUIREMENTS for Environmental Scientist IV
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Possession of a Masters degree or higher in an environmentally related scientific discipline OR Bachelors degree or higher in an environmentally related scientific discipline and current professional certification.
  2. Possession of scientific prominence or recognition with publication in a scientific or trade journal.
  3. Three years experience in environmental or natural resources project management which includes planning, developing, implementing, managing and evaluating environmental or natural resources projects to ensure objectives are met.
  4. Three years experience in analyzing and evaluating scientific data.
  5. Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
