Summary Statement

The Investigator III with Audit & Recovery Management Services (ARMS) is responsible for investigating EBT SNAP trafficking allegations and constituent complaints as well as other types of fraud or abuse in the public assistance programs administered by the Dept. of Health & Social Services.  Duties include interviewing clients, witnesses, and complainants; developing and implementing complex investigations using extensive computer-based research; auditing, and datamining to extract useful evidentiary information.  The Investigator III is responsible for making appropriate recommendations on substantiated and unsubstantiated allegations, completing large complex overpayment calculations, preparing for, and presenting evidence at Fair Hearings, Administrative Disqualification Hearings and Grand Jury as needed.  Excellent written and communication skills are required.  The Investigator must complete work within the time allotted by Federal and State guidelines. Within the probation period, all investigative staff will be provided with extensive knowledge of public assistance policies and regulations with the expectation of retaining that knowledge as a critical component of their position This investigative position is focused on the accuracy and integrity of the state’s disbursed public assistance benefits and not focused on law enforcement work.  Persons with previous program compliance and/or social work experience are encouraged to apply.

Job Requirements

JOB REQUIREMENTS for Investigator III
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Two years experience in planning, developing, coordinating and implementing investigations.
  2. Two years experience in determining compliance with laws, rules, regulations, standards, policies and procedures.
  3. Two years experience in narrative report writing.
  4. Two years experience in civil, criminal or administrative proceedings.
  5. Two years experience in providing testimony before boards, commissions, administrative bodies or court officials.

Conditions of Hire

As a condition of hire you must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).
