Summary Statement

Incumbent is responsible for statewide Management Evaluation (ME) reviews to ensure compliance with Supplemental Nutrition Assistance Program (SNAP) rules, regulations, policies and procedures. Work involves providing technical assistance and direction to staff regarding the interpretation and application of program rules, regulations, policies and procedures, as well as development of state policy and program materials governed by Supplemental Nutrition Assistance Program (SNAP) regulations. Incumbent is responsible for ensuring the accuracy of determinations made by staff in order to avoid Federal monetary sanctions through conducting site visits, interviewing staff and clients, collaboration with various counterparts, and evaluating case files. Incumbents will develop proposed corrective action plans to improve State and local operations of Supplemental Nutrition Assistance Program (SNAP). Will perform additional contract monitoring activities as required.

Essential Functions

  • Review and evaluate the work of subordinates. Analyze workload, staffing and overtime to recommend more efficient methods/procedures.
     
  • Provides technical guidance and assistance to subordinates to include interpretation of policies, laws and regulations for over 30 public assistance programs.
     
  • Compile data for the unit on error rates; and, make recommendations to superior regarding possible solutions.
     
  • Participate with the superior in interviewing applicants for vacant positions. Recommend new hires as well as appropriate disciplinary actions relative to subordinate employees.
     
  • Attend staff meetings, committee meetings and inter-agency, Federal, State and other interested group meetings in order to update and exchange information, clarify problem areas, and discuss possible solutions to public assistance problems.
     
  • Train and develop new employees; provide training updates for unit staff and others throughout the Division.
     
  • Analyze data accessed from automated information systems.
     
  • May perform work of staff as necessary.

Job Requirements

JOB REQUIREMENTS for Program Compliance Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in quality improvement such as evaluating the quality of services, identifying problems and needs and recommending corrective action and improvements to ensure optimum service delivery, goals and objectives are met and ensure compliance with applicable laws, rules, regulations and standards. 
  2. Three years experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings. 
  3. Three years experience in determining compliance with laws, rules, regulations, standards, policies and procedures.
  4. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
