Introduction

Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion. Deputy Attorneys General, with critical support from criminal investigators, social workers, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.

Summary Statement

The Administrative Division is a fast-paced, high-volume environment. The Director of Operations reports directly to the Chief of Staff and is responsible for all aspects of the DOJ facilities management, to include:

  • Supervising the employees within the Operations group, including planning, organizing, and balancing a diverse, yet interrelated, functional support areas within the DOJ.  This includes Information Technology, Facilities, Supply, Purchasing, Reception, and Fleet Management.  
  • Directing and managing DOJ’s New Castle, Kent, and Sussex County facilities and administrative functions, including working with Division Directors and Human Resources to assist with transitioning office space for incoming and departing employees.
  • Managing DOJ’s fleet operations to ensure safe and reliable transportation for employees using state vehicles.
  • Providing management and direction to the Information Technology Unit, including approving purchase and distribution of software and hardware for the Department.  
  • Construction project management in coordination with State Facilities Management. 
  • Strategic and tactical fiscal management, including exercising authority over DOJ expenditures and assisting DOJ’s Controller with the annual budget request. 
  • Preparing and executing contracts for goods and services, ensuring purchases comply with State purchasing statutes.

  • Experience with Delaware courts and criminal justice agencies, including related systems and business processes.  
  • Knowledge and managerial experience in government budget processes, purchasing and supplies, grant and contract administration, and applicable federal and state laws.


Essential Functions

  • Serves as a member of the Attorney General’s executive management team providing support services statewide to all employees.
  • Supervises Information Technology, Facilities, Supply, Purchasing, Operations, Reception, Fleet Management, and mail/messaging services.
  • Plans, develops, recommends, evaluates, and implements general operational policies and procedures.
  • Manages DOJ’s fleet vehicles, including maintenance, requests for funding, proper allocation of resources, and compliance with State and Federal Laws.
  • Collaborates with DOJ’s Controller to produce the annual Department Budget Recommendation to the Governor.  Assists in preparing the Attorney General and/or Chief of Staff for presentations before both the Budget Office and the Joint Finance Committee.
  • Serves as principal authority for authorizing expenditure of funds for operational needs of DOJ to include:  supplies, equipment, office furniture and telecommunications equipment.
  • Develops legal contracts for goods and services; coordinates with Civil Division Deputy Attorneys General to ensure contracts are legally enforceable and in compliance with purchasing laws.
  • Works closely with Office Managers from all three counties to ensure that all personnel have supplies, equipment, and infrastructure necessary to complete required tasks.
  • Frequent travel is expected statewide to perform job tasks and to meet needs of employees in all three counties.
  • Maintains a close relationship with the State Real Property Manager regarding negotiations for leased property.
  • Provides a strategic and tactical Information Technology vision, while developing the annual Information Technology Plan, and ensuring progress toward strategic objectives throughout the fiscal year.
  • Serves as the Department’s Records Retention Manager, liaising with the Division of Public Archives for retention, archiving, and destruction of Department files.


Job Requirements

  1. Knowledge, skills, and experience with facility management to include justification for additional office space, preparation of rental agreements, safety practices within facilities, telecommunications, execution of maintenance contracts, and fleet services.
  2. Knowledge, skill, and managerial experience in developing and overseeing Information Technology to include contemporary knowledge of operating systems, applicable software/hardware requirements and network administration.
  3. Experience with the strategic planning process to include the ability to facilitate strategic planning sessions and the development of performance measures.
  4. Experience establishing goals, objectives, and priorities for a Division-level operation.
  5. Experience planning, developing, and implementing general operating policies and procedures applicable to an agency.
  6. Experience in effective supervision, training, and leadership.
