Summary Statement

Join the State of Delaware Department of Labor as Unemployment Insurance Quality Control Data Analyst. The UI Quality Control Data Analyst is the primary contact with United States Department of Labor ('USDOL') and will perform administration of the quality control system. Knowledge of system administration tasks like adding and/or removing users and problem resolution is desirable.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

1. Knowledge of database administration using SQL Server, Db2 or Oracle. 

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Analyzes data generated from the review of randomly selected unemployment insurance claims in order to make generalizations about the entire population of claims.

  • Prepares analytical reports in which the purpose, scope, method and results are explained.

  • Creates/writes various statistical computer programs as needed by Quality Control Unit.

  • Works with federal personnel and performs various statistical tests to ensure that the statistical validity of the Quality Control Program is maintained.

  • Operates and maintains a mini-computer system and a micro-
    computer system, to include inventory control, adding, deleting, restoring and backing up computer files.  Maintains computer components including disk drives, printers, and terminals.

  • Assists in the development of training materials and provides training in several areas of the microcomputer including data base input, use of software, use of the menu system, and Quality Control Methodology.

  • Performs related work as required.

Job Requirements

JOB REQUIREMENTS for Unemployment Insurance Quality Control Data Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in descriptive statistics such as the mean, median, mode or standard deviation.
  2. Six months experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures. 
  3. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in narrative report writing.
  5. Knowledge of making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
  6. Knowledge of designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods.
  7. Knowledge of inferential statistics such as correlation, t-tests, f-tests or analysis of variance.

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16.  This position is covered by a collective bargaining agreement based on its individual terms.
