Summary Statement

JIC is initiating a modernization project that will convert several Mainframe - and .NET-based applications into a consolidated platform hosted in the cloud. This position is primarily focused on providing Application development and expertise for the Delaware Judicial Branch’s custom application environment.

Preferred Qualification

  1. Knowledge of batch scripting and PowerShell
  2. Knowledge of SoftwareAG’s Web Methods
  3. Knowledge of Natural and/or COBOL mainframe programming languages
  4. Knowledge of Microsoft IIS

Essential Functions

  • Troubleshoots code within small and medium-sized custom applications
  • Designs improvements to code and scripts for environments that process and transmit data to other Delaware State agencies.
  • Modifies sections of larger, more complex programs; reviews program code for completeness and accuracy.
  • Develops test data and test plans; tests and debugs programs.
  • Addresses low-to-medium severity/criticality Helpdesk tickets.
  • Writes operational, user and program documentation.
  • Writes incident and progress reports.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Expertise in programming using the Eclipse IDE
  2. Knowledge of Microsoft’s Visual Studio
  3. Knowledge of Microsoft’s .NET programming language(s) – Must be able to troubleshoot existing programs and write new programs
  4. Knowledge of Microsoft’s Team Foundation Server (TFS)
  5. Knowledge of Microsoft’s SQL server or other SQL-based database platforms
  6. Strong documentation and communication skills
