Summary Statement

The Integrated Data Manager is responsible for the overall management of data integration from several disparate state systems to create one integrated system, focused on improving services and outcomes for Delaware citizens.  This manager will inspire and motivate teammates by being a catalyst for creative problem solving, solution generation, implementation and teamwork.

This senior level manager is responsible for administration of a complex integrated data system, including acquiring, integration, cleansing, matching, and analytics.  This position will also oversee the day-to-day management and security of the system. Responsibilities will include applying leading-edge thinking, ensuring appropriate compliance, interaction with several boards and subcommittees, establishing relationships with partners, and maintenance of records. Responsibilities will also include career development of the team including training plans, performance appraisals, and generally overseeing the design, construction, quality, and/or management of applications software development and enhancement projects.  

Additional responsibilities may include managing a vendor software development life cycle, assisting client agencies in prioritization of projects, and development of tools/resources aimed at demonstrating the data system utility.  

The ideal candidate will be an experienced manager with at least 5 years of management experience, and at least 3 years in management in I.T. (Information Technology) arena, with emphasis on data integration.

The ideal candidate must be a fast learner with excellent communication, documentation, and follow-up skills, and must be comfortable speaking in front of audiences, technical and non-technical alike, at all levels of the organization.  The ideal candidate must also be able to work with minimal supervision as part of a multidisciplinary team.   

The Integrated Data Manager will report to the Enterprise Data Management Team Director.

Essential Functions

Essential Functions specific to this position:

  • Managing and oversight of a complex integrated data system, including data integration, cleansing, matching, merging, and analytics. This position will also oversee the day-to-day management, use and security of the IDS. 
  • Ensuring compliance with IDS governance policies and processes.
  • Interfacing with and reporting to an executive-level governing board on IDS projects and overall system status and security. This position will also take part in the IDS subcommittees to govern the work of the IDS.
  • Establishing relationships with partners for data sharing.
  • Oversee the handling of data according to data sharing agreements and in accordance with all laws, rules, and regulations that govern the use and handling of the data.
  • Execute data sharing agreements and data usage licenses for use of the data flowing to and from the IDS.
  • Maintain detailed records of agreements, data requests, certificates of data destruction, and compliance.

  • Possess a bachelor’s degree in IT, related field OR equivalent work experience.
  • Possess a minimum of 5 years’ management experience, with minimum of 3 years in IT management.
  • Possess a minimum of 3 years’ experience leading a software development team.
  • Possess a minimum of 2 years’ experience working on technology related projects.
