Summary Statement

This position reports to the Deputy Director of the Division of Management Support Services.  The position is responsible for directing and coordinating the administrative services that support agency operations in diverse, yet interrelated functional support areas including budget management, fiscal accounting services, cost recovery, client eligibility, contract administration, grant management, and payroll administration.

Essential Functions

  • Provides administrative oversight and direction to subordinate staff including the planning, directing and evaluation of work.
  • Ensures regulatory and statutory compliance relevant to fiscal activities, cost recovery, client eligibility and contract administration and represents the agency in all audits and reviews requiring unit participation. Reviews processes and legislative impact; develops projections and plans for system changes.
  • Gathers, reviews, and analyzes financial data in consideration of the department’s annual operating budget. Prepare analyses, reports and presentations in order to inform senior leadership of impacts of federal and state requirements, budget surplus and deficit, opportunities for efficiency, consolidation and cost-savings.
  • Serves as lead for projects involving development and implementation of financial systems and projects intended to ensure compliance with federal regulations.
  • Develops policy and operational strategies.
  • Represents the agency on committees, task forces, review panels, and other stakeholder forums.

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelor’s degree or higher from an accredited college or university.
  2. Three years’ experience in operations management which includes planning, directing, coordinating, controlling, and evaluating operations, typically through subordinate supervisors.
  3. Three years’ experience in budget management and control which includes managing a budget within appropriations and in consideration of policies and procedures and agency mandates.
