Summary Statement

This position is responsible for ensuring Financial Solvency regulatory compliance for State licensure required by statue 16 Del. C. Chapter 11 §1104 (e) Financial Disclosure Requirements and regulation 3325 Financial Capability Reporting involving Nursing Homes, Assisted Living Facilities, Group/Neighborhood Homes and Family Care Homes licensed by the Division of Health Care Quality (DHCQ). The incumbent is the Lead Auditor for DHCQ and will: Perform a full range of financial compliance audits: accurately review and analyze licensed Nursing Home, Assisted Living Facility, Group/Neighborhood Homes and Family Care Home financial information including audited annual financial statements and reports regularly filed with DHCQ in order to assess financial stability and viability of operation. The incumbent will submit  financial reports of each licensed facility to DHCQ management and render an opinion of financial viability. Inform DHCQ management in a timely manner of any facility financial problems which could potentially effect resident care and facility operations.

  • Reviews records of agency units, contractors, subcontractors, municipalities, suppliers and vendors to assure compliance with federal/state guidelines, agreements, contracts, grants and appropriate billing and maintenance of accounting records.
  • Identifies program adequacy/efficiency through comprehensive, in depth analysis of operational and administrative functions, accounting practices, policies, procedures and management controls.
  • Interviews staff and management; gathers pertinent data, information, records, and documentation to support audit research, analysis, and subsequent reports.
  • Applies professional auditing standards, methods and procedures to analyze and make recommendations concerning the accuracy of accounting systems, management controls and operating procedures.
  • Attends professional auditing training as a means of remaining current in the latest auditing methods, principles and practices. 
  • Meets with agency personnel and outside interested parties to discuss audit scope and nature (Entrance Conference) and again at the conclusion of the audit to review observations and findings (Exit Conference).
  • Writes clear, complete, and concise audit reports, which include audit observations, findings and recommendations for corrective action.
  • Reviews and interprets applicable federal and state laws, rules, regulations, policies and procedures; recommends changes to department management, Federal government, contractors, subcontractors, etc.

Job Requirements

JOB REQUIREMENTS for Internal Auditor II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least two years experience auditing in accordance with Generally Accepted Auditing Standards including the assessment of internal and external controls.
  2. Six months experience in accounting using Generally Accepted Accounting Principles (GAAP).
  3. Six months experience in auditing financial records and documents in accordance with Generally Accepted Auditing Standards, including assessment of internal and external controls.
  4. Six months experience in computer assisted auditing which includes using computer programs to analyze data, select, manipulate and sort data, perform calculations, select audit samples and print reports.
  5. Six months experience in interviewing which includes using structured or unstructured interview techniques to obtain facts, explore issues and identify courses of action.
  6. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  7. Six months experience in narrative report writing.

Additional Posting Information

Due to a new requirement from the Centers for Medicare & Medicaid Services (CMS) the following mandate is effective January 27, 2022: As a condition of employment, employees providing health care services and/or support services in covered facilities must show proof that they have received the dose of a single J&J dose or the 1st dose of Moderna/Pfizer two-dose vaccine effective date January 27, 2022, and proof of the single J&J dose or the 2nd dose of Moderna/Pfizer two-dose vaccine by February. 28, 2022. Employees may not provide any care, treatment, or other services until proof is provided.  Based on CMS guidance, the date for compliance may extend into March due to the health care facilities high vaccination rate of staff.  If you accept a position with the facility, your Human Resources representative can provide more guidance.  The only exception to these requirements is for those employees granted medical or religious exemptions from the COVID-19 vaccine as recommended by the Centers for Disease Control and Prevention, which may require weekly COVID-19 testing.
