Introduction

The Department of Human Resources was established by House Bill 4, as amended by House Amendment No. 1, effective July 1, 2017.  This position is in the Department of Human Resources and will report to the Director of the Office of Women's Advancement and Advocacy. This is an exciting opportunity for a professional committed to eliminating gender-based bias and discriminatory policies and practices. The Office of Women’s Advancement and Advocacy is responsible for overseeing the State’s women’s rights work, including leading the ongoing implementation of women’s rights legislation, evaluating current women’s rights legislation, building support for new legislation, and advising the Governor’s Office, the Legislature and the Secretary of the Department of Human Resources.  The office reviews and reports on the status of women in the State as well as provides information on the status of women to the public, state agencies, the General Assembly, the Judiciary, organizations, businesses and institutions, when necessary.  The office also oversees the Delaware Women’s Commission, Delaware Women’s Hall of Fame Committee and the Delaware Women’s Workforce Council.

Summary Statement

The Office of Women's Advancement & Advocacy seeks a professional to monitor and analyze legislation and their impact on Delaware women. The position is responsible for producing reports, fact sheets, and memoranda, as well as other external materials. The position requires strong writing and analytic skills, with the ability to interpret and present data. This position is best for a candidate that feels most engaged when performing a wide variety of tasks in a fast paced environment.

Essential Functions

  • Leads innovative research, special projects, statistical analysis and policy analysis for the Office of Women’s Advancement and Advocacy.
  • Tracks and maintains data on the status of women in Delaware for the public, state agencies, the General Assembly, the Judiciary, organization, businesses, and institutions. Ensures timely responses to inquiries with appropriate referrals when needed. 
  • Acts as a liaison and a representative of the Office of Women’s Advancement and Advocacy with selected agencies, task forces, committees, coalitions and community-based organizations.
  • Translates data, research and policy to print and digital communications that are informative and easy for the public to understand. 
  • Provides guidance and direction in the interpretation of laws, rules, and regulations. This includes making recommendations on proposed legislation by providing reports, statistics and testimony.
  • Provides technical assistance on data and research for Members of the Delaware Commission for Women, Delaware Workforce Council and the Delaware Women’s Hall of Fame Committee.

Job Requirements

Job Requirements for Policy and Research Analyst

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelor’s degree required. 
  2. Three years of experience as a policy analyst, legislative aide, lobbyist or similar position.
  3. Experience in conducting research.
  4. Experience in writing and editing policy papers.
  5. Experience in translating complex ideas into clear and concise written materials for a variety of audiences.
  6. Experience in interpreting governmental law, constitutional law, regulatory interpretation and legislation.
  7. Experience in working as a liaison interacting with legislators, cabinet officials or interest groups.
  8. Experience in statistical analysis.
