Summary Statement

This employee provides financial case management services to clients, which includes audit and evaluation of all financial resources and benefits. Work involves participating as a member of an interdisciplinary team of social workers and administrative staff to develop and implement service plans for the management of a clients' financial affairs including required budget and spending plans. The position assesses clients' financial needs, reviewing and reconciling payments from guardianship accounts, and applying for government benefits. A significant aspect of the work involves interaction with service providers, social service agencies, financial institutions, businesses, and other resources to evaluate and monitor progress toward established economic goals and objectives. This position reports to Public Guardian.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   1. Experience in accounting and auditing methods and techniques including analysis and management of multiple accounts and related financial record keeping and reporting.
  2. Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  3. Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  4. Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
  5. Maintains internal controls and applies accounting principles, practices, and standards.
  6. Provides advice and technical guidance on matters in assigned fiscal function(s).
  7. Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning. 
  8. Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information. 
  9. Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  10. Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.    
  11. Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races. 
  12. Knowledge of federal and state financial program reporting requirements, such as Medicare, Medicaid, Social Security, and IRS.
  13. Knowledge of the methods and techniques used in developing and implementing comprehensive financial plans including determining benefit program eligibility, tax preparation, and estate, insurance, and real property planning 

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. One year of experience in compiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning. 
  2. One year of experience in ensuring compliance of financial transactions with budgets, applicable agreements, grants or contracts, and state or federal laws, rules, and regulations. 
  3. Six months' experience in researching and analyzing accounting transactions and records to reconcile discrepancies or errors and maintain an audit trail.
  4. Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
  5. Possession of a valid driver's license. 

Conditions of Hire

  • A satisfactory criminal background check is required as a condition of hire.
