Summary Statement

The incumbent supports the Department of Health and Social Services in New Castle County area.  The incumbent performs complex technical support and systems administration in the field for mid-range and or complex local area networks and/or wide area network.  Incumbent provides telecommunications technical support including Desktop, Voice and Application support and is on the On-Call rotation team.  The incumbent is responsible for network design/implementation and works with application managers in support of their overall mission.

TELECOMMUNICATIONS/NETWORK TECHNICIAN

  • Configures, installs, tests, troubleshoots, repairs and monitors operation of LAN hardware/software including desktop computers, data/voice/video communication systems, including peripheral devices, wiring and cabling to ensure connectivity and functionality.  
  • Identifies and resolves network and telecommunication system malfunctions including connectivity and functionality for mainframe and remote access and other connections/interfaces; start/restart network after disruptions or failures using computer diagnostic tools and software; run system backups; resolves desktop computer problems. 
  • Provides customer service through central help desk function to resolve or ensure resolution of problem diagnosis/assessment and repairs.  Maintains database of user problems and resolution. 
  • Performs routine network systems administration to include, but not limited to: addition/deletion of users and hardware/software, defining access rights, implementing and ensuring compliance with security procedures and policies, purchasing hardware/software through state contracts, planning and implementing desktop computer migration and maintaining inventory control systems. Advises and trains users on the operation and capabilities of hardware and application software. 
  • Plans, schedules, installs and tests software updates and hardware upgrades; conducts needs analysis of equipment, software, network security, budget, disaster recovery concerns, training and equipment resources to plan and recommend network changes in ways that meet program goals.  Coordinates network expansion with agency technical staff, consultants, contractual vendors or OTM.

Job Requirements

JOB REQUIREMENTS for Telecommunications/Network Technician III
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least two years experience administering computer data networks including troubleshooting, diagnosing and resolving computer data networks problems.
  2. At least two years experience installing, testing, and configuring computer data networks including the associated wiring, and network dependent devices and infrastructure components.
  3. Knowledge of computer data network design or redesign.

Additional Posting Information

Due to a new requirement from the Centers for Medicare & Medicaid Services (CMS) the following mandate is effective January 27, 2022: As a condition of employment, employees providing health care services and/or support services in covered facilities must show proof that they have received the dose of a single J&J dose or the 1st dose of Moderna/Pfizer two-dose vaccine effective date January 27, 2022, and proof of the single J&J dose or the 2nd dose of Moderna/Pfizer two-dose vaccine by February. 28, 2022. Employees may not provide any care, treatment, or other services until proof is provided.  Based on CMS guidance, the date for compliance may extend into March due to the health care facilities high vaccination rate of staff.  If you accept a position with the facility, your Human Resources representative can provide more guidance.  The only exception to these requirements is for those employees granted medical or religious exemptions from the COVID-19 vaccine as recommended by the Centers for Disease Control and Prevention, which may require weekly COVID-19 testing.
