Summary Statement

An incumbent in this class is responsible for planning, organizing, staffing, budgeting and directing major information systems projects of strategic importance.  The Manager of Strategic Information Systems Projects for DSCYF’s statewide FOCUS case management system is responsible for overall leadership while overseeing all aspects of the system’s development, planning, budgeting, and operations.  This includes progressing the project’s vision, aligning it with organizational goals, and ensuring compliance with federal regulations and funding requirements.  It also includes managing the project lifecycle, including risk management, vendor relationships, and system upgrades, while ensuring that budgets and resources are optimized.

Preferred Qualification

  1. Experience in Agile Project Management, Salesforce, and/or CCWIS (Comprehensive Child Welfare Information System.)
  2. Experience in Vendor Management such as setting strategies, tracking goals and ensuring accountability and compliance to quality standards.

Essential Functions

  • Assists clients in conducting business-driven needs assessment by diagnosing business     issues and recommending alternative solutions to facilitate access to public information through effective utilization and coordination of information technology.
     
  • Plans and directs major strategic information systems projects typically lasting more than a year, involving multi-agency initiatives.
     
  • Establishes long and short-term goals, sets schedules and prioritizes the work.
     
  • Monitors and evaluates the unit's resources and activities in order to meet goals and objectives.
     
  • Develops and recommends project planning policies and procedures for statewide use.
     
  • Participates in approving budget requests for information systems projects.

Job Requirements

JOB REQUIREMENTS for Manager Strategic Information Systems Projects
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in designing, developing and maintaining information systems.
  2. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  3. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

Conditions of Hire

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.
