Assistant Director of Personal Tax and Account Services!

 

The Delaware Department of Finance, Division of Revenue recognizes the Assistant Director of Personal Tax and Account Services plays a critical role at our agency.  For that reason, we are now providing monetary recruitment incentives for this position in accordance to our Recruitment Program Policy and Procedures.

Hiring Incentive$12,000

 

· $2,000.00 incentive paid after completion of month 4, 8, 12 and 18. Employee must have been in an active payroll status after the last day of incentive period. 

· $4,000.00 incentive paid after completion of month 24.  Employee must have been in an active payroll status after the last day of incentive period. 

 

Incentives are paid in installments as noted above.  Must be a new hire to the State of Delaware.

Summary Statement

Reporting to the Director of Revenue, this position will be responsible for DOR operations in collections & public service, with primary responsibility for managing DOR's call center and public service offices staffed by personnel who provide taxpayer assistance, collect delinquent taxes and other debts owed to the State, and assist taxpayers with problem resolution. The position will manage DOR's ACD lines, develop & manage agreements to collect for other agencies, develop performance plans, goals, and objectives for each area, and ensure prompt resolution of taxpayer concerns.

Essential Functions

  • Directs the overall operations of the reporting bureaus by developing goals/objectives and performance measures.
  • Oversees/authorizes the development and implementation of new or revised audit and investigative programs, collection tools and tax processing programs.
  • Participates in the analysis of current tax law to identify potential obstacles to economic development in the State and drafts proposed changes to overcome these difficulties.
  • Oversees the operations of contractual collection of taxes, negotiates new contractual terms and determines conformance with same.
  • Oversees/participates in the development and implementation of programs to improve taxpayer communications and educate tax payers and tax professionals regarding the State's tax laws and audit programs.
  • Conducts meetings with taxpayers prior to any formal or administrative appeal in order to explain the Division's position and to seek resolution of the issue.
  • Provides guidance and general direction to staff, evaluates performance based on conformance with mission of Division.

Job Requirements

JOB REQUIREMENTS for Assistant Director Personal Taxes & Account Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
  2. Three years experience in auditing financial records and documents in accordance with Generally Accepted Auditing Standards, including assessment of internal and external controls.
  3. Three years experience in analyzing personal or business records to determine tax liability in accordance with federal or state tax laws, rules, regulations, standards, policies and procedures.
  4. Three years experience in interpreting federal tax code.
  5. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  6. Six months experience in managing information systems.
  7. Knowledge of budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
