Summary Statement

The Office of Defense Services’ Office of Conflicts Counsel (OCC) seeks a motivated and enthusiastic attorney to join our Kent County practice. This is a full-time position managing OCC’s Kent County office. The Kent County Managing Attorney will be responsible for the day-to-day operations of the office and the management of the Kent County conflicts program for all Delaware State Courts.

Pay Grade A18 - APD IV, Annual Salary $113,554.00/min - $118,832.00/max

Pay Grade A120 - APD V, Annual Salary $125,166.00/min - $129,848.00/max

 

The salary of $90,000.00 is for the Assistant Public Defender I applies to candidates who hold an active bar admission to the state of Delaware.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class:

  • Screen and evaluate conflicts declared by the Office of the Public Defender in Kent County and assign counsel.
  • Recruit and supervise attorneys under contract and attorneys accepting case assignments in Kent County, including mentoring and training new lawyers.
  • Ensure attorneys are providing high quality legal services to their conflict clients, including providing guidance on complex legal issues.
  • Respond to inquiries from courts, clients, families and other stakeholders regarding conflict cases.
  • Act as court liaison responsible for conflict-related issues including case assignments, court coverage, calendar conflicts, and meetings.
  • Staff and maintain coverage for arraignments, preliminary hearings, and any other necessary calendars.
  • Monitor conflict attorney caseloads and assignments.
  • Review and approve requests for expert and other services, researching providers and making recommendations where needed.
  • Review and approve attorney and service provider payment requests.
  • Accurately maintain Defender Data and case management records.
  • Assist with calendar coverage and carry a limited caseload.
  • Provide back-up support as needed for Chief Conflicts Counsel and New Castle and Sussex Managing Attorneys.

Applicants must be members of the Delaware Bar with experience in criminal law.
