Summary Statement

The Delaware Department of Labor is searching for a qualified candidate to fulfill the role of Unemployment Insurance Revenue Quality Control Auditor. The auditor in this position will develop work plan for review which includes target completion dates for gathering of computed measures data, review of computed measures findings, compilation of survey data, program reviews, acceptance sampling and completion of the final report and conducts revenue quality control reviews using computed measures, program reviews and surveys in each of the major tax functions such as status determinations, cashiering, report delinquency, collections, field audits and account maintenance. The auditor in this position will travel and meet with the Cashiering Review unit in Binghamton, New York each year.

Essential Functions

  • Develops work plan for review which includes target completion dates for gathering of computed measures data, review of computed measures findings, compilation of survey data, program reviews, acceptance sampling and completion of the final report.
     
  • Conducts revenue quality control reviews using computed measures, program reviews and surveys in each of the major tax functions such as status determinations, cashiering, report delinquency, collections, field audits and account maintenance.
     
  • Conducts a sample review to verify the results of the quality control reviews in each of the major tax areas; assesses whether or not the outputs of a given operation meet a minimum level of performance.
     
  • Conducts analysis of findings and draws conclusions based on findings.
     
  • Meets with agency representatives to discuss results of findings, causes and impact of any problems, and means of addressing problems.

Job Requirements

JOB REQUIREMENTS for Unemployment Insurance Revenue Quality Control Auditor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in accounting using Generally Accepted Accounting Principles (GAAP).
  2. Six months experience in auditing financial records and documents in accordance with Generally Accepted Auditing Standards, including assessment of internal and external controls.
  3. Six months experience in computer assisted auditing which includes using computer programs to analyze data, select, manipulate and sort data, perform calculations, select audit samples and print reports.
  4. Six months experience in interviewing which includes using structured or unstructured interview techniques to obtain facts, explore issues and identify courses of action.
  5. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  6. Six months experience in narrative report writing.

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16.  This position is covered by a collective bargaining agreement based on its individual terms.
