Summary Statement

Conducts developmental assessments on children to determine the nature, extent severity & effects of the disability to determine eligibility for the program; plans, educates, counsels & trains families to effectively address issues with accessible/functional conditions; prepares child & therapy assessment reports; participates on the clinical team for eligibility. Manages the Child’s Outcomes Summary (COS). The position will provide case management and/or service provision/intervention in the Birth to Three Regional/Child Development Watch program.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Six months experience in Health or Human Services work in early childhood development or early childhood intervention.
  2. Knowledge of working with community resource programs or services that assist with and improve life for individuals, families, and communities in the areas of special education?

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Conducts developmental assessment on pre-school handicapped and developmentally delayed children determine the nature, extent severity, and effects of the patient's disability.
  • Plans, develops, and implements individual and group instructional therapy programs; conducts reassessments to monitor patient progress and evaluate effectiveness of programs in reducing/eliminating patient's problems.
  • Educates, counsels, and trains patient's family to deal effectively with handicapping conditions. Makes home visits to address the needs of patients and families in the home environment.
  • Prepares child and therapy assessment reports including therapy progress and summary reports, individual child service programs, services statistics and related correspondence.
  • Consults with staff professionals for the purpose of integrating services. Contributes expertise in early childhood and special education to staff professionals within the clinic setting.
  • Plans and conducts parent education programs and professional workshops.
  • Participates in local education agency and other community service meetings for the purpose of identifying children's needs, determining appropriate educational placement  and programming or appropriate service follow-ups.
  • Provides technical guidance to lower level staff.

Job Requirements

JOB REQUIREMENTS for Senior Child Development Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Child Development, Early Childhood Education, Special Education, Speech Pathology or related field.
  2. Six months experience in conducting developmental assessment on handicapped and developmentally delayed children.
  3. Six months experience in case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individuals human service needs.
  4. Six months experience in planning, developing and implementing educational, promotional or recreational programs.
  5. Six months experience in narrative report writing.

Additional Posting Information

Due to a new requirement from the Centers for Medicare & Medicaid Services (CMS) the following mandate is effective January 27, 2022: As a condition of employment, employees providing health care services and/or support services in covered facilities must show proof that they have received the dose of a single J&J dose or the 1st dose of Moderna/Pfizer two-dose vaccine effective date January 27, 2022, and proof of the single J&J dose or the 2nd dose of Moderna/Pfizer two-dose vaccine by February. 28, 2022. Employees may not provide any care, treatment, or other services until proof is provided.  Based on CMS guidance, the date for compliance may extend into March due to the health care facilities high vaccination rate of staff.  If you accept a position with the facility, your Human Resources representative can provide more guidance.  The only exception to these requirements is for those employees granted medical or religious exemptions from the COVID-19 vaccine as recommended by the Centers for Disease Control and Prevention, which may require weekly COVID-19 testing.
