Summary Statement

The incumbent provides support to the Division of Family Services investigation and treatment units in response to complaints of child abuse, neglect or risk of maltreatment. While this position is assigned to the Kent/Sussex region, Special Investigators have statewide powers as enumerated under §1911 of Title 11 and such other powers as conferred by law on police officers, constables and other law-enforcement personnel.

Essential Functions

  • Implements appropriate investigative action in response to complaints of child abuse, neglect or risk of maltreatment and other activities as directed by the Division of Family Services Assistant Regional Administrator for Statewide Services.
  • Supports investigation and treatment efforts relating to allegations of child abuse & neglect 
  • Performs community training through informational presentations and educational seminars for other state agencies, schools and community organizations.
  • Provides protective services to victims and DFS state employees as needed.
  • Assists in taking physical custody of and transports children to appropriate facilities.
  • Presents evidence and testimony in court.
  • Prepares a variety of reports pertaining to response of incidents, daily activities, investigations and training.

JOB REQUIREMENTS for Special Investigator

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a State of Delaware Council on Police Training Certificate.
  2. At least ten years of experience as a certified police officer.
  3. Three years of experience in conducting investigations which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
  4. Knowledge of using uniform crime reporting and classification systems.
  5. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.    

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.
