Introduction

The Delaware Department of Transportation is seeking a Chief Engineer/Director of the Division of Transportation Solutions (DOTS).  The department is responsible for developing, constructing and maintaining the State’s infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility, commerce, and livability. 

The Division of Transportation Solutions is responsible for the design of roadway and bridge projects; management of the state’s bridge inventory and paving programs; construction administration for capital projects; acquiring property interests for the capital improvement program; the design, construction and maintenance of the State’s traffic management systems and assets (signals, traffic cameras, overhead message signs, signs and striping); operation of the Transportation Management Center (a 24/7 facility that manages the state’s transportation system and incidents affecting the transportation network); and management of support functions for the delivery of the capital improvement program including environmental permitting, survey, utility coordination, materials inspection; and financial management of capital and operating budgets for the Division.

Summary Statement

The incumbent will oversee the management of the Division of Transportation Solutions. This position manages a capital budget of $600+ million and a staff of more than 450 employees statewide. The incumbent will report directly to the Cabinet Secretary and is a member of the Department’s policy-setting Executive Management and Strategic Leadership Teams.

Essential Functions

  • Prepares, justifies, and controls the Division of Transportation Solutions’ budget.
     
  • Develops, evaluates and implements new or revised programs, policies, procedures, goals and objectives to meet roadway and bridge safety issues and ensures compliance with state and federal requirements.
     
  • Defines and evaluates alternative uses of resources, viable options/approaches, and anticipated costs and benefits, consequences, and outcomes using current and projected information.
     
  • Coordinates the Division of Transportation Solutions’ activities and policies across state, regional, county and local levels, and integrates with other entities outside the state.
     
  • Interprets, explains, and applies applicable state and federal laws, rules, regulations, policies and procedures.
     
  • Represents the Department at state and national conferences, workshops and seminars, and serves on state and national committees.
     
  • Compiles, analyzes and prepares a variety of statements and reports for state, special, private or federally-funded programs for use in financial, budget, and personnel management.
     
  • Interfaces with agency officials, federal government representatives, fiscal and budget personnel, program representatives and employees in order to compile and analyze data and recommend improvements or solutions.
     
  • Analyzes pertinent legislation and state/federal regulations to anticipate the effect on the agency's operations.

Job Requirements

JOB REQUIREMENTS for Division Director (Chief Engineer)

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Professional Engineering License.
  2. Ten years of experience in Civil Engineering.
  3. Five years of experience in road engineering management.
  4. Five years of experience in designing and directing road engineering work.
  5. Five years of experience in budget administration, which includes managing, developing, analyzing and implementing budgets; developing strategic plans; and establishing internal controls.
  6. Five years of experience in contract administration, which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; and awarding and executing contracts.
  7. Five years of experience in operations management, which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  8. Five years of experience in writing and defending proposed legislation and regulations.

As a condition of hire, if you do not possess a Delaware PE License, the applicant must agree as a requirement of employment to possess a Delaware PE License within 180 days of employment.
