Summary Statement

This class is responsible for providing the project management expertise to allow for the successful implementation of Information Technology (IT) projects within the State of Delaware in support of various State agencies. Primary responsibilities include leading multiple projects at any given time, including business analysis, strategic process re-engineering, Cloud implementations, and application/hardware upgrades. Position will require an in-depth knowledge of industry and public sector methodologies for the successful implementation of IT projects. Incumbents are highly organized, articulate, detail oriented, has highly developed business acumen, and are comfortable leading and delegating within a cross-functional project team structure. May support the IT components of Building Automation Systems (BAS) which may include video surveillance systems and/or may lead and/or support IT audit, IT security, and/or IT compliance activities. Supports a 24/7 operational environment, which may require extended hours, including engagement outside normal working hours.

Essential Functions

  • Manages and participates in the development of documentation to include project requirements analysis, information needs analysis, alternate design approaches, cost/benefit analysis, cost and time estimates, programming and testing a major project of strategic importance.
  • Plans, schedules, prioritizes tasks, assigns, coordinates and reviews the work of assigned personnel.
  • Prepares project budget; writes requests for proposals for the services of contractors, participates in the selection process and administers ensuing contracts.
  • Conducts review meetings with users, monitors the project progress and budget, which may include the requisition process(es), and writes monthly progress reports.
  • Responsible for the documentation of data system logic flow, programming, computer operations and user manuals.
  • Reviews current technology on software and hardware, evaluates new products and makes recommendations for purchases.
  • Submit a business case to DTI for approval of any agency information technology (IT) initiative before work begins (this includes work to prepare and publish an RFP). 
  • May support a 24x7 operational environment, which may require extended hours, including engagement outside normal working hours.
  • May lead and/or support IT audit, IT security, and/or IT compliance activities.
  • Performs related work as required.

Job Requirements

JOB REQUIREMENTS for Strategic Information Systems Project Leader
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in database management concepts and systems development lifecycle methodology. 
  2. Three years experience in information systems analysis and design. 
  3. Six months experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  4. Six months experience in computer programming languages including the latest generation.
  5. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

Additional Posting Information

The State of Delaware recognizes the value of telework and flexible working schedules. This position is eligible for Telework and Alternative Work Schedules according to the State of Delaware’s Alternative Work Arrangement Policy. More information will be shared at the time of interview. 

This position will have after-hours on call rotation.

This position may be eligible for hybrid telework options available per State’s Alternative Work Arrangement Policy and 

Procedures but applicant must live within 90 minutes of the DSCYF Administration Building, 1825 Faulkland Road, Wilmington DE as this position requires the ability to physically report to the office location.

This position supports a 24x7 operational environment, which may require extended hours, including engagement outside normal working hours. Performs related work as needed.
