Summary Statement

The position coordinates statewide special education services, provided by DVI itinerate teachers to students with visual impairments, in their learning environments.  Examples of duties: effective collaboration with stakeholders; assure compliance with IDEA, service delivery agreements, State and Federal regulations; ensure teacher licenses are in compliance; evaluate program effectiveness; analyze data; participate in community meetings, develop policy/procedure; supervise education program staff; prepare annual IDEA Part B subgrant; monitor expenditures of Federal and State funds; and serve as a liaison with the DE Dept. of Education, schools, & the visually impaired community.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Five (5) years teaching experience of with students who are visually impaired.
  2. Five (5) years combined teaching experience with both visually impaired and special education students.
  3. A valid Principal or Assistant Principal certificate.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here:

  • Coordinate Special Education services statewide for all Blind & Visually Impaired Students through an itinerant program.
  • Develops and provides oversight to the implementation of policies and procedures of education of exceptional and disabled students as required by state and federal laws, e.g., IDEA and Section 504 of the Rehabilitation Act.
  • Provides technical assistance and training to education and other Division professionals in the application of relevant regulations/policy for the education of individuals that are blind and visually impaired.
  • Liaise with the Department of Public Instruction, school districts and other agencies on matters of exception children, etc.
  • Write reports, develop grant proposals and analyze/evaluate programs, materials, and policies, as required.
  • Provide direct supervision of educational personnel and programs within the Divisions itinerant program.
  • Oversee the management and accountability of the budget as related to areas of responsibility.

  1. Possess a master’s degree in special education or related field from a regionally accredited college.
  2. Five (5) years' experience teaching in special education environments.
  3. Coursework in educational leadership.
  4. Demonstrated skill and achievement as an instructional leader.
