Summary Statement

The primary purpose of the Unclaimed Property Voluntary Disclosure Agreement Administrator (VDA Administrator) position is to serve as the liaison between the Delaware Secretary of State and other State agencies and departments, Holders, and any outside vendors that have been engaged to assist the Secretary of State in administering VDAs.  The VDA Administrator will have primary responsibility for the management of the VDA Program, which includes but is not limited to identifying possible enrollees in the VDA Program, approving the necessary forms, agreements, policies and guidelines to administer the VDA Program, working with any vendors that have been engaged to assist in the VDA Process with the resolution of complex issues that arise in a VDA, and assessing the accuracy and validity of Holders’ voluntary disclosures so as to recommend to the Secretary of State the approval of Holders’ final VDA submission, or removal from the VDA Program.

  • Evaluate and analyze data, including but not limited to prior VDA submissions and publicly available information, in order to identify potential enrollees in the VDA Program.
  • Create and maintain a database regarding the unclaimed property that is ultimately disclosed including details on property types, affiliates and for which years.
  • Promote and stimulate voluntary compliance in the holder community by planning, implementing, and presenting holder educational programs to attract additional participation in the VDA Program.
  • Evaluate complex financial information and communicate recommendations and findings to the Secretary of State, other senior level state managers, senior level company management, the public, business entities, and vendors, as appropriate and applicable.
  • Apply and interpret laws, rules, regulations, policies and procedures in resolving a company's voluntary disclosure agreements.
  • Gather, organize and draft technical and administrative material from multiple sources as necessary for public information or departmental use. Collect and compile data to prepare technical, detailed, and often complex reports with appropriate supporting documentation.

Job Requirements

  1. Possession of a Bachelor's Degree or higher in Accounting, Business, Economics, Finance, or Computer Science. Advanced degree or accreditation preferred, such as CPA, MBA, JD, Masters in Taxation or LL.M. in Taxation.
  2. At least 4 years of unclaimed property or related or similar experience with a public accounting firm, law firm, a company with annual sales exceeding $250 million, or a State unclaimed property agency.  Prior experience must include familiarity with general ledger accounting principles and documentation.  Experience involving voluntary compliance, process reviews, auditing of financial documents and development of policies and procedures is preferred.
  3. Advanced communication and research skills.
  4. Experience of six months to one year in supervising staff, delegating, evaluating, and overseeing work assignments.
  5. Computer proficiency in using computer programs to analyze, manipulate, select, and sort data; advanced proficiency in MS Office Application Suite (e.g., Excel, Word, OneNote), with the ability to manipulate data within Excel databases
