Introduction

Budget Development facilitates the preparation and implementation of the Governor's budget and policy agenda through the integration of objective fiscal and policy analysis, program evaluation and financial management. We assist agencies in the planning and implementation of operational programs and capital projects affecting all Delawareans.

In addition, Budget Development provides coordination and support for the Delaware State Clearinghouse Committee (DSCC). DSCC reviews State agencies’ requests for federal assistance and federal and non-federal grant coordination. This includes requests from higher education institutions as well as private agencies and local governments whose proposals impact the State budget directly or indirectly. Any State agency, local government, or private organization that is seeking federal financial assistance for an activity within the State of Delaware must submit grant information to Budget Development Single Point of Contact (SPOC) for Intergovernmental Review.

Summary Statement

This posting is for two job opportunities in the entry, full performance and expert levels working with agencies on grants, issues of increasing complexity, size, high visibility or public interest. One of the positions will provide operating budgetary and programmatic expertise to agency heads, fiscal officers, the Legislature, and assists in the development and production of the Governor’s Recommended Budget. One of the positions will act as the SPOC for federal grant applications for state and local governments, serving as primary support for the Delaware State Clearinghouse Committee. A class incumbent is responsible for researching, analyzing and evaluating agency budgets and grants at the State level. Work involves complex and wide-ranging areas including analysis of grant opportunities; personnel costing; operating and capital forecasting; Federal, State and department mandates; strategic and long-range plans; and legislation.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Experience in Advanced Microsoft Excel such as formatting and analyzing data extracted from independent systems and external database sources.  
  • Experience in conducting salary policy and compensation analysis and making recommendations based on findings.
  • Experience in grants management and project funding proposals with multiple sources and cost eligibilities.

Essential Functions

  • Analyzes, recommends and monitors fiscal activities with regard to revenue and expenditures, program initiatives, performance and trends within assigned agencies.
  • Provides budgetary and programmatic expertise to agency heads, fiscal officers, the Legislature, and the Governor.
  • Reviews and analyzes preliminary budget data in preparation of budget targets and assists agencies in their interpretation and implementation of budget guidelines and policies.
  • Reviews and analyzes legislation to determine fiscal and organizational impact.
  • Reviews and analyzes requests for federal funds prior to being submitted to the Clearinghouse Committee.
  • Conducts special studies.
  • Plans, develops, implements and monitors public budgetary policy.
  • Evaluates and makes recommendations regarding strategic plans for budgetary programs throughout state government.
  • Assists in the development and production of the Governor’s Recommended Budget.

Job Requirements

JOB REQUIREMENTS for Associate Fiscal and Policy Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Public Administration, Business, Accounting, Economics or related field.
  2. Knowledge of financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  3. Knowledge of making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
  4. Knowledge of analyzing legislation.
  5. Knowledge of developing and analyzing public policies and monitoring fiscal impact.
  6. Knowledge of using standard computer software programs for word processing, spreadsheets or databases.
  7. Knowledge of narrative report writing.
JOB REQUIREMENTS for Fiscal and Policy Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Public Administration, Business, Accounting, Economics or related field. 
  2. Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  3. Six months experience in providing guidance and direction to management/officials in accomplishing financial, program and organizational goals and objectives, identifying and resolving issues. 
  4. Six months experience in developing, reviewing and analyzing public policies. 
  5. Six months experience in analyzing legislation. 
  6. Six months experience in narrative report writing.
JOB REQUIREMENTS for Senior Fiscal and Policy Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 

  1. Possession of a Bachelors degree or higher in Public Administration, Business, Accounting, Economics or related field. 
  2. Two years experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control. 
  3. Two years experience in developing solutions and providing recommendations, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues. 
  4. Two years experience in developing, reviewing and analyzing public policies. 
  5. Two years experience in analyzing legislation. 
  6. Six months experience in narrative report writing.
