Senior Deputy Boiler Inspector

This position is responsible for inspecting boilers and pressure vessels located throughout the State of Delaware for compliance with the National Board Inspection Code, ASME and other applicable code requirements.  The position will also work with owners and contractors to correct code violations, and recommend enforcement when needed.  The position will also be responsible for investigating explosions and carbon monoxide incidents involving boilers and/or pressure vessels.

• Promotes and enforces applicable laws, rules and regulations to protect the public from loss of life, limb and/or property from a boiler, pressure vessel and nuclear installation explosion through construction (assembly at such plants as General Foods, General Motors, and DuPont), initial installation and annual/bi-annual inspections to determine that the boiler operator/installer has a valid license and equipment has been constructed and installed properly and is being operated in a safe manner.
   
• Investigates all boiler, pressure vessel and nuclear installation accidents/explosions to determine cause and use findings to institute corrective procedures to avoid future occurrences.
   
• Monitors inspections performed by Special Inspectors by periodically spot checking for certification and possible violations.
   
• Reports violations to the Director and to the equipment owner with follow-up inspections until violations have been corrected.
   
• Directs the owners of the equipment in determining the type of materials and the methods of repair necessary to correct any violations of the Codes.  Oversees these repairs and verifies that the repair firm is competent to perform such repairs and is in compliance with standards.
   
• Prosecutes non-complying owners by filing complaints in court and appearing in court as a witness for the State.
   
• Educates the public regarding equipment and installation through teaching courses on boiler safety and through constant contact in the field.
   
• Leads a team of Deputy and Special Inspectors in manufacturer's review to determine their competency and compliance with standards; coordinates and performs on-site team reviews which include shop inspection, demonstration, reviewing testing specialist and manufacturer's procedural manuals, files, etc.; provides technical expertise to team members; informs manufacturer's of violations and corrective measures; prepares and submits initial and follow-up inspection reports with findings, action  and recommendations to ASME without Director's approval.
   
• Participates in the certification of Special Inspectors (insurance company boiler, pressure vessel and nuclear installations inspectors) by providing clarification, proctoring and scoring the National Board Test for a Delaware Certificate of Competence.
   
• Evaluates boiler operator/installer initial and renewal applications to determine eligibility and level of testing; assists Director with creating/revising examinations.

JOB REQUIREMENTS for Senior Deputy Boiler Inspector
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Possession of a High School Diploma or equivalent.
2. One year technical experience associated with boilers and pressure vessels in any of the following areas: 1) engineering or design review; OR 2)fabrication in a shop or field; OR 3) operating boilers exceeding 50,000 pounds of steam per hour; OR 4) repairing, manufacturing, or altering boilers/pressure vessel systems; OR 5) implementing quality control system; OR 6) inspection.
3. Knowledge of interpreting blueprints, schematics or technical drawings. 
4. Knowledge of interpreting non-destructive, charpy v-notch, and dead weight materials testing.
5. Knowledge of interpreting laws, rules, regulations, standards, policies, and procedures related to boilers and pressure vessels.
6. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving). 

This position will have Statewide responsibilities which requires travel throughout the State.  The State of Delaware provides transportation services to State agencies.

As a condition of hire, the successful applicant must agree to obtain a Commission from the National Board of Boilers and Pressure Vessel Inspectors (National Board) within one year of hire. DNREC Medical Exam:  To meet the Division of Waste and Hazardous Substance Health and Safety requirements, applicants for this position must successfully pass a baseline medical examination to demonstrate fitness for duty.
