The Out of School Time Officer is an appointed position by the Office of Governor John Carney and reports to the Family Services Cabinet Council (FSCC) and the Department of Education (DOE). This is an inaugural appointment, and the Officer will set vision and strategy around out-of-school time for Delaware and will lead the Governor’s Summer Fellowship program (more details here).  

Summary Statement

The Officer will coordinate meetings with government and stakeholder groups to amplify the Office of the Governor's (OGOV) priorities (related to the FSCC and DOE priorities). Lead multi-faceted coordination efforts involving communications, policy, and logistics support related to priorities defined by Family Services Cabinet Council (FSCC) and the Department of Education (DOE). Other duties as assigned. 

Essential Functions

  • Provide strategic leadership to the network of providers, stakeholders, and community-based organizations, by providing vision, energizing, and mobilizing the network, and enhancing relationships with other sectors to achieve goals. Manage an effective team dedicated to fulfilling DOE’s and Governor John Carney’s Family Services Cabinet Council’s (FSCC) mission and vision. 

  • Create annual budgets for programming and grants. Provide exemplary vision and direction focusing on resources to ensure they advance the goals of the FSCC. Work closely to design projects and oversee the processes of various projects.

  • Build and maintain relationships with community-based organizations, Local Education agencies, government agencies, schools, and other stakeholders towards enhanced youth impact through quality out-of-school programming. 

  • Demonstrate creativity, good judgment, development, and implementation of short and long-range objectives through the lens of diversity, equity, inclusion, and access.

  • Develop and implement strategies that align with the education policy agenda. Engage with youth, parents, educators, and policy advisors to receive and share feedback to improve programming. 

  • Coordinate efforts to increase mentoring in Delaware schools, including removing barriers that prevent more Delawareans from becoming mentors.

Job Requirements: 

  • A bachelor's degree preferred or other relevant experience.

  • A minimum of three years of K-12 summer or after-school programming experience as a program director or lead.
