Summary Statement

This class is responsible for ensuring the stability, efficiency and security of DHSS network systems and infrastructure. Work includes leading and directing the overall computer architecture/design, implementation and support of server and storage platforms, telecommunications networks, as well as end-user technologies consistent with department mission and initiatives. Provides leadership, expertise and strategic planning on telecommunications operations department wide through subordinate IT managers in the following areas: Telecommunications Engineering, Telecommunications Operations, Help Desk, Base Technologies and Security. 

Essential Functions

  • Directs a staff of managerial, technical and contractual personnel through subordinate IT managers.
     
  • Directs the design and maintenance of telecommunications technology for the most complex data networks infrastructure, evolution and migrations to next generation networks; ensures appropriate network services and infrastructure are developed and maintained.
     
  • Oversees effective operation of desktop support and helpdesk functions to ensure optimum performance of DHSS desktop hardware and networks.
     
  • Develops and implements new and leading edge technologies to meet business demands and resolve problems; works with section managers for major network redesigns and new security policy.
     
  • Develops and defines network design requirements including security, cost/benefit, operational parameters, integration with existing systems and resource utilization.
     
  • Provides ongoing input to consultants to assure strategic alignment of planning, research, architecture and organizational effectiveness.
     
  • Implements policies, procedures and standards for telecommunications infrastructure and systems security.  
     
  • Establishes and monitors DHSS telecommunications priorities, resource levels, work assignments and project schedules consistent with agency direction.
     
  • Analyzes, develops, administers and controls the unit’s operating budget/contracts.
     
  • Responsible for adherence to contracts, both external and internal, to assure that actual results meet expectations.

Job Requirements

JOB REQUIREMENTS for Director DHSS Infrastructure
Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 

  1. Three years experience in designing, developing and maintaining information systems to support telecommunications technology, data networks infrastructure, computer architecture, base technologies, technical platforms and security systems.
  2. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  3. Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  4. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  5. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  6. Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.

Conditions of Hire
