Summary Statement
The Fraud and Consumer
Protection Division, Consumer Protection Unit, seeks a Special
Investigator. This Special Investigator will
support the implementation and enforcement of Senate Bill 40. Senate Bill 40 expands the scope of the Consumer Fraud Act
by making certain patterns or practices of violations by landlords of
Manufactured Home Communities an unlawful consumer fraud practice. The
legislation further authorizes the Attorney General to initiate legal action,
including filing petitions in Justice of the Peace Court to establish
receiverships of Manufactured Home Communities under specified circumstances.
Specifically, this
Special Investigator will review complaints; conduct interviews; prepare and
submit timely written reports; assist with the identification and documentation
of patterns of unlawful conduct; coordinate with regulatory and law enforcement
agencies; use and maintain investigative equipment; use and maintain hardware
and software for data analysis, document review and case preparation; work
closely and collaborate with other members of the Consumer Protection Unit to
prepare cases for prosecution; and perform other duties as required.
Preferred Qualification

Experience
with financial fraud or other business-related investigations.
Essential Functions

• Conducts investigations, which includes conducting interviews to obtain
confidential information, gathering evidence and documenting findings.
• Interviews witnesses, obtains evidence, attends court proceedings, and
testifies when appropriate and provide overall vertical assistance to Deputy
Attorney Generals on specific prosecutions or investigations.
• Verifies claims of alleged or probable violations.
• Examines various records and documents in order to ascertain relevant
information.
Identifies, gathers, collects, evaluates and preserves evidence.
• Makes judgments after evaluating all available facts and recommends
appropriate action.
• Interprets and applies applicable laws, rules, regulations, standards, policies,
and procedures.
• Prepares comprehensive and timely investigative reports; documenting
interviews and other investigative efforts.
• Testifies in criminal or civil courts, before a Grand Jury, or during an
administrative hearing.
• May conduct surveillance and undercover investigations.
• Prepares criminal or civil cases for prosecution.
• Ability to work independently or in a team to investigate and prosecute
complex cases.
• Maintains professional liaisons and strong lines of communications with other
law enforcement partners.
Job Requirements
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
- Minimum five years law enforcement experience.
- Ability to investigate complex and difficult cases both independently and as part of a team.
- Ability to prepare comprehensive investigative reports for review by a Deputy Attorney General for civil and criminal complaints.
- Strong written and verbal communication skills.
- Current or recent Police Officers Standards Training (“POST”) certification.
- Familiarity with Microsoft Office (Word, Excel, PowerPoint), DELJIS, NCIC, and LEISS.
- Possession of a valid driver’s license.
- Ability to qualify to carry a DOJ-issued firearm.
- Willingness to travel and attend various training opportunities as needed.
