Introduction

Delaware's Attorney General, the State's chief law enforcement officer, has a broad responsibility to combat crime, uphold civil rights, safeguard families, fight fraud, and protect consumers in the First State.

Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion.

Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.

Summary Statement

There is an immediate need for two (2) Special Investigators in the Administration Division, New Castle County Office, located in Wilmington, Delaware. These Special Investigators will work directly within the Administrative Division conducting a wide variety of investigations in support of the mission of the Department of Justice.

These positions will be supervised by the Director of Special Investigations. Responsibilities include interviewing witnesses, obtaining evidence, presenting evidence as necessary in a variety of proceedings, and testifying when appropriate. The Special Investigators will also provide overall investigative assistance to Deputy Attorneys General across all divisions within the Department of Justice.

Additional responsibilities include preparing and submitting timely reports of interviews and investigations, maintaining professional liaisons and strong lines of communication and coordination with relevant law enforcement agencies, and working collaboratively with other Special Investigators within the division.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Conducts investigations, which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
Interviews witnesses, obtains evidence, attends court proceedings, and testifies when appropriate and provide overall vertical assistance to Deputy Attorney Generals on specific prosecutions or investigations. 
Verifies claims of alleged or probable violations.
Examines various records and documents in order to ascertain relevant information.
Identifies, gathers, collects, evaluates and preserves evidence.
Makes judgments after evaluating all available facts and recommends appropriate action.
Interprets and applies applicable laws, rules, regulations, standards,   policies,   and procedures.
Prepares comprehensive and timely investigative reports; documenting interviews and other investigative efforts. 
Testifies in criminal or civil courts, before a Grand Jury, or during an administrative hearing.
May conduct surveillance and undercover investigations.
Prepares criminal or civil cases for prosecution.
Ability to work independently or in a team to investigate and prosecute complex cases.
Maintains professional liaisons and strong lines of communications with other law enforcement partners. 

Job Requirements

1. Minimum five years law enforcement experience.
2. Ability to investigate complex and difficult cases both independently and as part of a team.
3. Ability to prepare comprehensive investigative reports for review by a Deputy Attorney General for civil and criminal complaints.
4. Strong written and verbal communication skills.
5. Current or recent Police Officers Standards Training (“POST”) certification. 
6. Familiarity with Microsoft Office (Word, Excel, PowerPoint), DELJIS, NCIC, and LEISS.
7. Possession of a valid driver’s license.
8. Ability to qualify to carry a DOJ-issued firearm.
9. Willingness to travel and attend various training opportunities as needed.
