The Delaware Department of Health and Social Services (DHSS) seeks to increase the number of applicants for clinical nursing positions by offering a recruitment incentive to eligible Advanced Practice Nurse, Nurse Consultant, Nursing Supervisor, Compliance Nurse, Registered Nurse, Licensed Practical Nurse, and Certified Nursing Assistant candidates in accordance with the DHSS Recruitment and Referral Incentive Program.
The program provides incentives as follows:
Recruitment incentives will be paid in quarterly installments over the first year of hire and will begin after the first quarter of employment. New employees accepting this recruitment bonus must commit to two consecutive years of employment with DHSS. You must be a new employee to the state to be eligible for this incentive.
Referral bonuses of $1,000 are available to current DHSS employees who refer new hires to the state in the following classifications: Advanced Practice Nurse, Nurse Consultant, Nursing Supervisor, Compliance Nurse, Registered Nurse, Licensed Practical Nurse, and Certified Nursing Assistant. Referral bonuses of $1,000 will be paid in quarterly installments over the first year of hire of the referred applicant.
NOTE: This program is administered by the Department of Health and Social Services. The program may be terminated by the State at any time.
The Nursing Supervisor is responsible for the direct
supervision of staff in the New Castle County Tuberculosis (TB) Clinic,
including planning, assigning, reviewing, and evaluating staff performance. The
Nursing Supervisor ensures adequate staff coverage to support the delivery of
high-quality, timely, and patient-centered public health services. This role
provides or evaluates direct nursing care, develops and reviews nursing care
plans, and delivers health education to individuals, families, and community
groups. The Supervisor maintains effective working relationships with
interdisciplinary team members, prepares reports and evaluations, and
participates in quality assurance and continuous improvement activities. The
position supports the missions of the Department of Health and Social Services
and the Division of Public Health by promoting health, preventing disease, and
protecting vulnerable populations, primarily in TB prevention and control. The
supervisor collaborates with internal and external partners, monitors public
health trends, manages staff schedules and caseloads, and ensures proper
documentation standards. As an essential employee and SHOC-designated staff
member, the Nursing Supervisor may respond to public health emergencies,
disaster response activities, and special operational needs. The role includes
maintaining emergency preparedness, ensuring clinic operations run efficiently,
and serving as a professional resource and mentor to Community Health nursing
staff. Regular contacts include staff nurses, physicians, healthcare agencies,
community partners, and administrative personnel to support coordinated care,
effective communication, and high-quality service delivery across Community
Health Services.

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Nursing Supervisor - Public Health Nursing
All new hires are required to attend an in-person, statewide mandatory New Employee Orientation on their first day of employment. The session will be held at a designated location in either Kent or New Castle County.
