Conservation Technician IV- Shoreline and Waterway

An important part of the DNREC Division of Watershed Stewardship’s mission is to maintain and improve Delaware’s beaches and navigable waterways. The Shoreline and Waterway Management Section oversees a range of shoreline management activities and waterway management activities throughout the state. This Section also includes Dam Safety and Floodplain Management programs.

The position will coordinate Shoreline and Waterway Management projects with a Conservation Technician V.  Duties will include supervising subordinate technicians during waterway activities, during projects involving beach and bypass operations or environmental projects like shoreline stabilization, investigates complaints received from waterway users or property owners and municipalities, directs and participates in equipment maintenance and transports equipment and materials to and from projects.

• Applies conservation and preservation principles and practices in support of the management of the state's natural resources which includes such activities as propagating, seeding, transplanting, cultivating, harvesting and care of trees, flowers, shrubs, lawns and crops to include turf/grounds management, pest management, herbicide/fertilizer application, layout and design, assessment of soil composition and environmental conditions.
   
• Performs maintenance and repairs in a variety of labor/trades fields such as plumbing, carpentry, painting, welding, construction, grounds maintenance and assists higher level personnel on large scale projects.
   
• Operates marine, land-based and construction equipment and vehicles.
   
• Maintains and repairs a variety of equipment/vehicles.
     
• Provides information to the public as requested or responds to inquiries regarding agency initiatives/programs.
   
• Ensures the safe usage of state owned, managed, and/or maintained grounds and facilities by the public.
   
• Completes standard forms/applications; maintains records and reports detailing daily activity, tool and equipment inventory, fuel and service logs and related activities.

JOB REQUIREMENTS for Conservation Technician IV
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Department of Natural Resources and Environmental Control: Field Operations:

1. Three years experience in operating hand power tools and land-based and/or marine-based construction equipment used for grading, excavating, pumping, or dredging. 
2. Three years experience in routine maintenance of land and marine construction equipment, light trucks and vessels.
3. Six months experience in waterway management operations such as macro-algae harvesting, navigational channel marking and/or abandon vessel/derelict structure removal.
4. Six months experience in site construction standards and methods to support land and marine activities.
5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
6. Possession of a valid CDL Class A OR B Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
