Summary Statement

The Department of Technology and Information Chief of Administration (CA), working as a member of and in close coordination with the DTI Senior Management Team, is responsible for providing the leadership of administrative support functions including personnel, finance, budget, contract administration, vendor management, and other duties as assigned.

The CA is responsible for ensuring the financial viability of the department which requires appropriate establishment of billing rates, effective budgeting, and investment in cost effective technology solutions.  Participates in the development of cost/benefit analysis of technology solutions.  The candidate is responsible for administrative support with respect to vendor management and contract management. The CA is responsible for procurement and contracts life cycle management. Responsible for asset/investment management, license tracking and compliance for IT. Directs the development and implementation of a well-defined strategic roadmap which charts the future direction, development, and growth of the agency.  Establish agency performance and service metrics, and work with state agencies to ensure transparency in the delivery of services.  Develops, implements and maintains sustainable IT billing/charge back system to recover the operational costs of providing IT services. This position is responsible for being for leading continuous process improvement across the agency.

The position requires an in-depth knowledge of operations, contracting, financial concepts, human resource issues, technology delivery, and customer service. Candidate’s experience and judgment will be instrumental in accomplishing the goals and objectives through everyday circumstances and during emergencies.

The CA will work directly with the CIO to develop processes to effectively utilize resources and personnel within the Department.  Promotes leading-edge thinking, provides professional guidance and leads the process for solving complex procurement, accounting, and financial problems with high-impact technology solutions that innovate government practices. The CA is a member of the decision-making team for technical and security enterprise solutions and IT centralization. Inspires and motivates staff by being a catalyst for creative problem solving and teamwork.

The position requires a unique ability to successfully work with state organizations and government officials at all levels.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Possess a minimum of 5 years’ experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  • Possess a minimum of 5 years’ experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  • Possess a minimum of 5 years’ experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Possess a bachelor’s degree in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems, Public Administration or related field OR equivalent work experience.
  • Possess a minimum of 5 years’ experience in a leadership role which includes attracting, developing and retaining talented staff who deliver results.
