Summary Statement

The incumbent supports the Department of Health and Social Services (DHSS) Library. The library provides scholarly resources, including books, e-books and online journals to support the work of DHSS staff. The library also provides research assistance to DHSS staff and the general public and conducts special events on health and social services topics. Responsibilities include: assisting with collections development, promotions, circulation, data gathering, LibGuide, maintenance, inter-library loan, collaboration with members of the Delaware Library Consortium, and other duties as assigned.

Essential Functions

  • Applies standard library practices, such as acquisitions, cataloging, processing, and circulating of digital, and print library information resources in a computerized and global network environment.
  • Researches, analyzes, assess and disseminate information on a wide variety of topics to meet the needs of library customers.
  • May train/assist the public in the use of operating networked computers and computer printers, playback equipment, copiers, microform and reader/printers.
  • Supervise subordinates or volunteers in the performance of clerical library functions.
  • Participates in activities of library organizations and attends continuing professional development programs and courses of study.
  • Keeps abreast of current trends in information technologies to integrate, initiate and develop new programs.
  • May provide technical, electronic library and informational services to state agencies, legislative and public clients, and Delaware libraries and citizens.
  • Develops, recommends, and/or implements library policies and procedures.
  • May develop and implement programs to ensure compliance with state and federal laws, the policies of the Division of Libraries, and meet operational needs of library service functions.
  • May serve as a professional library consultant, or team leader.

Job Requirements

JOB REQUIREMENTS for Senior Librarian
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Library and Information Science, English, Education, Computer Science or related field.
  2. Six months experience in organizing and coordinating library services and programs.
  3. Six months experience in assisting users in navigating information sources and providing reference or information desk services.

Additional Posting Information

Due to a new requirement from the Centers for Medicare & Medicaid Services (CMS) the following mandate is effective January 27, 2022: As a condition of employment, employees providing health care services and/or support services in covered facilities must show proof that they have received the dose of a single J&J dose or the 1st dose of Moderna/Pfizer two-dose vaccine effective date January 27, 2022, and proof of the single J&J dose or the 2nd dose of Moderna/Pfizer two-dose vaccine by February. 28, 2022. Employees may not provide any care, treatment, or other services until proof is provided.  Based on CMS guidance, the date for compliance may extend into March due to the health care facilities high vaccination rate of staff.  If you accept a position with the facility, your Human Resources representative can provide more guidance.  The only exception to these requirements is for those employees granted medical or religious exemptions from the COVID-19 vaccine as recommended by the Centers for Disease Control and Prevention, which may require weekly COVID-19 testing. This is a Casual/Seasonal position which is a non-pension eligible position without healthcare and/or other benefits.
