Summary Statement

This position serves as the Special Assistant to the Delaware State Treasurer. This role serves as a direct liaison to the Treasurer and provides primary communication support to the Office of the State Treasurer. The ideal candidate will have experience in communications and be adept at interfacing with members of the public, state officials, legislators, and other community leaders. This role also entails various office administration duties, including but not limited to, scheduling, event planning, purchasing, and inventory management. 

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Manages the State Treasurer’s communications and daily schedule. Prepares event briefing and ensures State Treasurer is adequately prepared for all meetings and events.
  • Reviews and responds to constituent correspondence and reports; uses discretion to refer constituent issues to appropriate division or agency, while keeping superiors appropriately briefed. 
  • Confers directly with the State Treasurer and senior leadership team regarding policy implementation, personnel operational, legislative and constituent concerns; prepares memorandum to superiors outlining relevant information including recommendations for actions to be taken.
  • Acts as liaison between constituents, division directors, Governor’s Office, legislators, board members, special interest groups, other state/federal agencies to respond to inquiries and complaints, explain policies and the department's position on issues, to resolve problems and oversee implementation of department directives.
  • Oversees general office constituent relations including resolving situations in service delivery referred by the Governor's Office, legislators, other agencies and the public; ensures that constituent contacts are handled quickly and responsively.
  • Oversees general external communications and develops external outreach protocols related, but not limited to, office proclamations, congratulatory letters, celebratory notes, etc.
  • Manages the travel request process for the State Treasurer and senior leadership team.
  • Represents superiors at public meetings and events, including but not limited to board meetings, task forces and community events.
  • May be asked to plan, assign, review and evaluate the work of subordinate clerical and secretarial staff; plans, coordinates and directs office activities; analyzes, recommends and implements operating practices, policies and procedures.
  • Participates in drafting and analyzing policy and legislation; may be asked to testimony on bills or represent agency at committee hearings.
  • Prepares budget for the unit, tracks expenditures and reconciles expenses.
  • Develops agenda and programs for agency management team meetings, conferences and retreats.
  • Gathers and analyzes information and prepares department accomplishment and activity reports for agency.
