The incumbent is responsible for oversight and management of the State Employee Benefits Committee (SEBC) and Subcommittees programs and initiatives which promote employee and retiree access to high quality health care that produces good outcomes at an affordable cost, promotes healthy lifestyles, and helps them be engaged consumers

The position duties include serving as the liaison to the SEBC co-chairs, Subcommittee chairs and committee members, and the Statewide Benefits Office (SBO) Director, organizing and planning monthly SEBC and Subcommittee meetings attended by multiple stakeholders; evaluating trends in utilization and cost of health and prescription services and programs; analyzing the distribution of disease and health outcomes and proposing recommendations and action plans for use in strategic planning.  

Summary Statement

Responsible for leading all health policy, planning, financial management and program administration activities of the State Employee Benefits Committee (SEBC) and Subcommittees included in the State Group Health Insurance Plan Strategic Framework.

Essential Functions

Directs, plans and coordinates all health policy, financial management and program administration activities of the SEBC and Subcommittees included in the State Group Health Insurance Plan Strategic Framework.  

Convenes and coordinates with other state bodies and Statewide Benefits Office staff, benefit consultants, actuaries and plan administrators to ensure State of Delaware employees, retirees and their dependents receive adequate access to high quality health care that produces good outcomes at an affordable cost, promotes healthy lifestyles, and helps them be engaged consumers. Included groups are the Delaware Health Care Commission, Division of Public Health, Health Resources Board, insurers and administrators of State Group Health Insurance Plan benefit programs, professional societies, provider organizations, employee/retiree groups and others.  

Evaluates State Group Health Insurance Plan trends in utilization and cost of health and prescription services and programs and proposes options to minimize expenditure growth and use of services that are not cost effective, align with the concepts of value-based purchasing and support consumerism and reductions in member health risk.  

Analyzes the distribution of disease and health outcomes by State Group Health Insurance Plan participants and proposes recommendations and action plans to the SEBC and Subcommittees for use in strategic planning and initiatives intended to improve participant engagement, management of chronic diseases and optimal utilization of health benefit programs and services. 

Researches and interprets national and statewide data and reports to advise the SEBC Co-Chairs and Subcommittee Chairs, members of the SEBC and Subcommittees and other state officials on issues of concern regarding the State Group Health Insurance Plan. 

Recommends and implements adequate dissemination of public information related to the health care benefits, programs and policies implemented by the SEBC and Subcommittees.  

Serves as policy advisor to and representative of the SEBC Co-Chairs and Subcommittee Chairs through media relations, meetings and with elected officials and in the tracking and researching of policy and drafting of reports impacting the SEBC and Subcommittee duties and responsibilities as defined in Delaware Code.  

Leads projects and activities as needed to advance the goals of the SEBC and Subcommittees.
