Summary Statement

This position provides financial and technical accounting expertise supporting the operations of the Accounts Receivable, Billing, and Cash Management Modules of the state’s accounting system, First State Financials.  This supervisory position validates system processes and transaction data, researches and resolves escalated Service Desk tickets, completes monthly reconciliation reports, and works closely with the Office of the State Treasurer overseeing banking processes.  The individual oversees system development and projects including testing and the yearend close and start up processes.

Essential Functions

  • Collects, analyzes and evaluates financial data from a variety of sources.
  • Ensures all transactions comply with accounting and tax policies, procedures, laws, rules and regulations.
  • Provides counsel and advice to state organizations to resolve discrepancies, preclude errors and delays in processing.
  • Approves requests, verifies coding for transaction processing or cancellation.
  • Implements accounting functions, policies, procedures, systems and plans.
  • Develops and recommends policies and procedures consistent with state accounting, rules, regulations, priorities, objectives and new federal mandates.
  • Performs audits of documents to ensure proper accounting of funds.
  • Provides recommendations, guidance and direction to management for the purpose of understanding, meeting functional and operational goals and objectives.

Job Requirements

JOB REQUIREMENTS for State Accountant V
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field OR one of the following certifications: CGFM or CPA.
  2. Three years experience in governmental accounting which includes analyzing, recording and reporting financial transactions for government organizations and interpreting Governmental Accounting Standards (GASB) and Generally Accepted Accounting Principles (GAAP).
  3. Three years experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  4. Three years experience in preparing financial statements such as balance sheets, statement of net assets, profit and loss statements, statement of revenues and expenditures and changes in fund balances.
  5. Three years experience in analyzing financial systems to identify accounting control risks and weaknesses, variances, trends and discrepancies.
  6. Three years experience in developing accounting or internal control policies.
