Summary Statement

The Veterans Home Administrator oversees the Delaware Veterans Home, a 140-bed long-term care facility located in Milford, Delaware.  The Veterans Home is a division of the Department of State and this position reports directly to the Deputy Secretary of State. The Administrator is responsible for the overall management of a facility: planning, developing, directing and supporting all operational, administrative, clinical, and fiscal activities for the facility's programs and services. In addition to overseeing the day-to-day activities of the Home, the Administrator is also responsible for ensuring that residents and their families receive outstanding care in a loving environment.    

Essential Functions

  • Ensure that residents receive outstanding care by monitoring services delivered.      
  • Endeavor toward a continual goal that the Home is rated as a 5-star facility and that all surveys (state and federal) are without findings or F-tags.
  •  Identify problems and deficiencies and develop and implement appropriate plans of actions to correct deficiencies.  Implement change as necessary.         
  • Responsible for financial performance and management of all business operations of the facility.
  • Develop, implement, monitor and evaluate programs to promote the recruitment, retention, career development and continuing education of staff.       
  • Responsible for interviewing, hiring, and orienting direct reports. ·       
  • Monitor productivity of direct reports and implement changes as needed.       
  • Ensure maintenance of accurate medical records for billing, auditing, and regulatory compliance within appropriate approved guidelines.    
  • Assist Home leadership team in the development and use of departmental policies and procedures.      
  • Maintain positive employee and community relationships; superior customer service skills.       
  • Develop an environment that allows for creative thinking, problem solving, and empowerment in the development of a facility management team.       
  • Oversee regular rounds to monitor delivery of nursing care, operation of support departments, cleanliness and appearance of the facility; morale of the staff; and ensure resident needs are being addressed.        
  • Utilize survey information, in addition to other source documents, to address areas of importance as defined by our customers.        
  • Develop positive relationships on behalf of the Veterans Home with government regulators, residents, families, other area health care providers, physicians and the community at large.       
  • Attend or complete in-service education programs and/or CEUs in order to meet facility and licensure educational requirements.
  • React to emergency situations appropriately, when required.     
  • Develop and manage an operating and capital budget.        
  • Responsible for grant writing and administration; inclusive of ensuring funds are spent appropriately and completing all necessary reporting requirements.      
  • Understand and direct the Home’s Quality Assurance (QA) department and Quality Assurance and Performance Improvement Plan.  

Job Requirements

JOB REQUIREMENTS for Veterans  Home Administrator 

Applicants must have education, training or experience demonstrating competence in each of the following areas:

  1. Bachelor’s Degree in Business Management, Healthcare Administration, or related field.
  2. Current State licensed Nursing Home Administrator.
  3. Must meet all State health regulations which includes a criminal background investigation and reference inquiry.
  4. Five years of experience in a long-term or sub-acute care setting.
  5. Three years of experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  6. Three years of experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  7. Six months experience in interpreting licensure, certification and accreditation standards.
