Summary Statement

The position will provide and oversee quality assurance, and related initiatives, associated with utility coordination on DelDOT projects statewide. Additionally, the position will provide and oversee quality assurance efforts on Subsurface Utility Engineering (SUE) initiatives and deliverables. The position will supervise in-house personnel along with managing consultants which will require assigning, scheduling, tracking work assignments and deliverables. The position is also expected to provide utility coordination on DelDOT projects throughout the design and construction phases across the state. In addition, the position will provide general management of the DelDOT Utility Section initiatives throughout the state. It will also provide training and oversight to DelDOT staff, consultants, & utility companies on DelDOT regulations, policies & processes.

Essential Functions

  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and on-going maintenance requirements; documents and reports compliance or deficiencies.
  • Designs, develops, or reviews engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities.
  • Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
  • Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.
  • Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade, and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.  
  • Reads and interprets plans, specification, blueprints, and other engineering documents.
  • Performs other related duties as required.

Job Requirements

JOB REQUIREMENTS for Engineering/Planning/Surveying (EPS) Technician Program Manager I 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
 
  1. Five years’ experience in Public Utility Coordination as described in the summary statement.
  2. Two years’ experience in transportation or construction project or program management such as planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of transportation or construction projects or programs.  
  3. One year of experience in contract management and control such as ensuring compliance with terms of contracts and negotiating changes to existing contracts.
  4. Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.

Conditions of Hire

All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
