Summary Statement

This position reports to the Environmental Program Manager II responsible for managing the NPDES Programs (MS4 Phase I and Phase II, Industrial) for the Department of Transportation.  The Environmental Scientist IV is responsible for managing consultant agreements and multiple types of water quality monitoring (watershed, BMP, maintenance facilities, PCBs) that regulate the surface water quality impacts resulting from the way the Department manages its transportation infrastructure at all stages of planning, design, construction, and maintenance.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. One year of experience implementing National Pollutant Discharge Elimination System (NPDES) stormwater programs such as watershed science/surface water quality, Nonpoint Source Pollution, or stormwater monitoring/research.

Essential Functions

  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
     
  • Performs statistical analysis of data.
     
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
     
  • Prepares permits, technical reports and/or enforcement case documents.
     
  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

Job Requirements

JOB REQUIREMENTS for Environmental Scientist IV
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Possession of a Masters degree or higher in an environmentally related scientific discipline OR Bachelors degree or higher in an environmentally related scientific discipline and current professional certification.
  2. Possession of scientific prominence or recognition with publication in a scientific or trade journal.
  3. Three years experience in environmental or natural resources project management which includes planning, developing, implementing, managing and evaluating environmental or natural resources projects to ensure objectives are met.
  4. Three years experience in analyzing and evaluating scientific data.
  5. Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
